What is Bureaucracy? Systematic organization of people & tasks into some kind of pattern that will facilitate the achievement of group effort. System with components which includes people, offices, authority & processes for translating “community action” into rationally ordered “social action”.

Ideally, characterized by technical specialization. These skills require training and experience resulting in specialization which ultimately makes for proficiency and professional careership in government serivce.

That specialization optimize the possibility of carrying out administrative functions in accordance with “calculable rules” regardless of persons performing or affected by said rules. Administration becomes rational and depersonalized. Rules take precedence over personal feelings and emotions. Because of the objective standards, human irrationality is reduced to the minimum.

3 Ideal Types of Authority
Traditional authority establishes legitimacy of rulership as arising from age-old practice handed down from generation to generation. Charismatic authority rests upon the individual personality of the leader, his innate charm to inspire loyalty and devotion from others. Legal-rational authority is established by rules, not necessarily inflexible but capable of being changed rationally as situations demand.

Philippine Bureaucracy
Established upon rational-legal foundations. Has elements of the traditional and the charismatic as basis for legitimization. Kinship ties and primary group interests prevail over formal legal relations. Sense of pity & sympathy, gratitude for whatever one has done for somebody in the past makes for dynamic relationship resulting in parochialism & personalism. Thus overturning the principle of merit and fitness.

The department posses jurisdiction over bureaus, offices, regulatory agencies and government-owned and controlled corporations assigned to it by law.
