3 28th january 2011 ITS, safety, security and other policy objectives ITS credo : Well informed travellers and transport operators will make better choices, for themselves and for society travel time & costs, safety, security, reliability, accessibility environment, congestion,public expenditures, social inclusion ITS potential : ~10 to 15% (congestion, fatalities, GHG) NB : EU objective for safety : - 50% in fatalities 2010-2020 and will put more pressure for efficient transport policies irreversible increase in willingness to pay for transport quality Under which conditions ? Promote information availability, sincerity & reliability Prevent adverse behaviours based on inadequate information

5 28th january 2011 EU legal framework Already adopted 1.EU Action Plan (december 2008) 2.Directive 2010/40/EU for the deployment of ITS, adopted 7th july 2010 = mandate to the EU Commission To be adopted next 1.Decisions by the EU Commission defining the specifications for different ITS harmonized or interoperable « services » 2.EU legislative decision of mandatory implementation (if necessary)

8 28th january 2011 « Spirit of the Directive » Specifications = balanced rights and duties ITS service providers : – right to access to data – duty to provide « quality » information Transport & on board equipment operators – duty to provide data – right to impose quality requirements for safety purposes – e.g. to prevent distractive information overload for traffic management purposes – e.g. to prevent mis-behaviours in case of disruptions / emergency management NB : specifications might be based on standards NB : deployment # mandatory ; specifications = mandatory NB : specifications don’t cover costs / prices
