Comprised of eight Central Valley counties: San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare and the San Joaquin Valley Air Basin portion of Kern Valley already has toughest air regulations in the nation Adopted over 600 stringent rules and regulations More than 80% of the NOx inventory in the Valley is attributed to mobile sources No direct regulatory authority over mobile sources Despite major reductions in emissions, virtually impossible to attain new air quality standards without implementation of transformative measures More than 90% reductions in emissions needed to attain federal standards 23 of the state’s 30 most disadvantaged communities in SJV 1

During 2014, more than $230 million in District funding and private investment was spent on projects that reduced more than 10,000 tons of lifetime emissions in the Valley air basin. 288 Ag Pump Engines replaced with over $6 Million 571 Tractors replaced with over $20 Million 851 Clean Air Vehicles funded with over $2 Million 1,057 Heavy-Duty Diesel Truck replaced with over $46 Million 2,619 New Certified Stoves & Inserts with over $4 Million More than 12,000 vehicles repaired at more than 60 weekend repair events through the District’s Tune-In Tune-Up Program 108 vehicles replaced through the District’s pilot vehicle replacement program 2

Tractor Replacement Program Provides incentive to replace in-use, off-road tractors and mobile equipment used in agricultural operations. Off-Road Mobile Equipment Repowers Provides incentives to repower in-use, heavy-duty, off-road equipment. Ag Pump Replacement Provides incentives to repower or replace irrigation pump engines/motors used in agricultural operations. Proposition 1B Provides incentives to truck owners for truck replacement for heavy-duty on-road trucks involved in goods movement Truck Voucher Program (TVP) Provides incentives to small business truck owners, located in the San Joaquin Valley, to replace or retrofit heavy-duty, on-road diesel trucks through a streamlined process. Forklift Program Provides incentives to businesses and public agencies for new, electric forklifts. 3

Burn Cleaner Provides rebates towards the purchase of eligible new, clean-air vehicles. Remove II Bike Paths (Class I and II paths, Bicycle Boulevards) Provides funds to establish bicycle infrastructure such as Class I or Class II bicycle paths and bicycle boulevards. E-Mobility Commerce Provides funds to develop or expand electronic telecommunication services. Alternative Fuel Mechanic Training Provides funds for mechanic education or training in alternative-fuel vehicles and infrastructure. Park & Rides and Transportation Subsidy Provides funds to subsidize transportation passes for bus, shuttle and commuter rail services. Funds are also available for the construction of park and ride lots. 4

Enhanced Transportation Strategies This component provides funding for projects that will implement enhanced transportation strategies. Drive Clean! Rebate Program Provides rebates towards the purchase of eligible new, clean-air vehicles. Charge Up! Provides funds for businesses and public agencies to purchase and install electric vehicle chargers for public use. PASS Program Provides free auto emission evaluation and repair vouchers to residents. Tune In & Tune Up EFMP & Plus Up Vanpool Voucher Provides incentives to encourage vanpooling to reduce single occupant vehicle commutes. Clean Green Yard Machines Provides incentives to replace gas-fueled lawn and garden equipment for new zero-emission electric equipment. 6
