TOM TORLAKSON State Superintendent of Public Instruction Common Core State Standards Common Core State Standards (CCSS) describe what students should know and be able to do in each subject in each grade. Standards are used to develop curriculum and assessment programs. State Board of Education adopted CCSS for English and mathematics in 2010. Forty-five states have adopted CCSS for those subjects. 4

TOM TORLAKSON State Superintendent of Public Instruction Smarter Balanced Assessment Consortium California joined the multi-state Smarter Balanced Assessment Consortium in June 2011 as a governing state. Smarter Balanced is working to develop new assessments based on the CCSS. Assessments are designed to measure student progress toward college and career readiness. 5

TOM TORLAKSON State Superintendent of Public Instruction Assembly Bill 484 Assembly Bill (AB) 484 established the California Assessment of Student Performance and Progress (CAASPP) in October 2013. CAASPP succeeds the Standardized Testing and Reporting (STAR) Program. AB 484 requires that local educational agencies (LEAs) participate in the Smarter Balanced Field Test. 6

TOM TORLAKSON State Superintendent of Public Instruction California Assessment of Student Performance and Progress (CAASPP) CAASPP consists of assessments from different testing programs: –Smarter Balanced Assessments –California Standards Tests (CSTs) –California Modified Assessment (CMA) –California Alternate Performance Assessment (CAPA) 7

TOM TORLAKSON State Superintendent of Public Instruction Required Assessments for the 2013–14 School Year Smarter Balanced Field Test for English-language arts (ELA) and mathematics: –Grades 3–8: all students are expected to participate. –Grades 9 and 10: only students selected for the scientific sample are expected to participate. –Grade 11: students selected for the scientific sample are expected to participate. All others are encouraged to participate. Exceptions: –Students who participate in the CAPA –For the ELA test only, English learners who have been attending school in the United States for less than 12 months 8

TOM TORLAKSON State Superintendent of Public Instruction Optional Assessments for the 2013–14 School Year Early Assessment Program (EAP) in grade 11 –Voluntary for students as it has been in previous years –All grade 11 students must have the option to participate in the EAP –Scores for individuals only—will not produce school-, district-, or state-level scores from EAP assessments Standards-based Tests in Spanish for Reading/Language Arts in grades 2 through 11 –Voluntary for LEAs to administer to English learners 10

TOM TORLAKSON State Superintendent of Public Instruction Benefits of Field Test Participation Students: will have hands-on experience with the functionality of a computer-based assessment. Teachers and administrators: will gain valuable exposure to administration logistics during a trial run. LEAs: will benefit from knowing where technology gaps may exist so they can fully prepare for operational assessments. 12

TOM TORLAKSON State Superintendent of Public Instruction Spring 2014 Smarter Balanced Field Test The Field Test will be administered March 25 through June 6, 2014. Each school has been assigned a six-week window, and can conduct testing anytime within that assigned window. Ninety-five percent of student participants will take a sample of items from both ELA and mathematics. The remaining 5 percent of student participants will take a sample of items in one content area, either ELA or mathematics. All students will complete one performance task in one content area. Note: CST, CMA, CAPA, STS, and EAP will be administered during the traditional testing window. 13

Multiple choice One correct answer Multiple correct answers Two-part Matching tables Yes/no True/false 16

TOM TORLAKSON State Superintendent of Public Instruction Constructed-Response Items Constructed response items require the student to generate a response rather than select a response. Short constructed-response items may require test takers to enter a single word, phrase, sentence, number, or set of numbers. Extended constructed-response items require more elaborate answers and explanations of reasoning. Constructed-response items allow students to demonstrate their use of complex, analytical, and thinking skills. 17

TOM TORLAKSON State Superintendent of Public Instruction Technology-Enhanced Items Technology-enhanced items take advantage of computer-based administration to assess a deeper understanding of content and skills than would otherwise be possible with traditional item types. Technology-enhanced items include such responses as: –editing text –drawing an object –dragging and dropping an object 18

TOM TORLAKSON State Superintendent of Public Instruction Performance Tasks Performance tasks consist of a variety of questions and activities related to a single theme or situation. The goals of these activities are to measure students’ depth of understanding, research skills, and complexity of analysis, which cannot be adequately assessed with selected or constructed-response items. Performance tasks encourage students to apply their knowledge and skills to respond to real-world problems. 19

TOM TORLAKSON State Superintendent of Public Instruction Field Test Assessment Times and Components The field test is not timed, but is estimated to take approximately 3.5 hours Students taking both ELA and mathematics will complete three components: –ELA, approximately 25 questions –Math, approximately 25 questions –Performance task in either ELA or mathematics Classroom activity to prepare for the performance task Students taking either ELA or mathematics will complete two components: –Either ELA or mathematics, approximately 50 questions –One performance task in the same subject as above Classroom activity to prepare for the performance task 20

TOM TORLAKSON State Superintendent of Public Instruction Required Assessments for the 2014–15 School Year Operational Smarter Balanced Assessments for ELA and mathematics in grades 3 through 8 and 11. Smarter Balanced Assessments for grade 11 will be used for purposes of the EAP. CST and CMA for science in grades 5, 8, and 10 will be administered until new science assessments based on the Next Generation Science Standards are developed. CAPA for ELA and mathematics in grades 2 through 11 and for science in grades 5, 8 and 10 will be administered until new alternate assessments are developed. 23

Practice and Training Tests Portal Practice Tests –Provide students with grade-specific testing experience similar in format and structure to the Field Test, including available supports. Training Tests –Allow teachers and students to experience the features, functionality, and item types in computer-based testing. –A training test is available for each of three grade bands (3–5, 6–8, and high school) and contains approximately 6–9 items per band, per content area.
