3 What you need to do… The Baccalaureate Proposal Approval Application will be submitted by the District Office of Academic Programs (OAP) to the DFC 100 days after LOI submission. The DFC application is prescribed, requires specific word count, and is composed of the following sections:Baccalaureate Proposal Approval Application 1.Executive Summary (sections A-J only) 2.Evaluation Criteria (sections A-K) A.Planning Process B.Program Implementation Timeline C.Workforce Demand/Unmet Need Specific to Program Area D.Facilities and Equipment Specific to Program Area E.Library/Media Specific to Program Area F.Academic Resources Specific to Program Area G.Cost to Students H.Academic Content I.Enrollment, Performance, and Budget Plan J.Plan of Action if Program Must be Terminated K.Supplemental Materials 3

4 What you need to do… Be sure to have a solid plan regarding the program curriculum, academic and physical resources and equipment, program faculty, budget and anticipated expenditures, and anticipated enrollments and completions. Specific details are required to be included in the proposal. Pay particularly close attention to the Planning Process (especially postsecondary collaboration), Workforce Demand/Unmet Need, and Academic Content sections of the proposal. The Executive Summary should be a stand-alone document that does not introduce any information that is not also included in the body of the proposal (sections A-J only). Collaborate with various staff at the college while composing the proposal (academic, research, finance, student services, library, etc.) to ensure compatibility between the various segments of the document. As you engage in program planning, keep records of internal and external planning meetings, telephone and email conversations, survey instruments, etc. and include these in the Supplemental Materials section to further support the proposal. Collect letters of support for the program from Region 23 postsecondary institutions, businesses, industry leaders, and other relevant stakeholders to be included in the Supplemental Materials. – Tip: Avoid submitting letters that contain identical language. 4

6 STATE APPLICATION 1. Executive Summary Provide a narrative describing the program and concise summaries for Evaluation Criteria A-J of the proposal. Label section headings. (Limit 1200 words) In Section A of the Executive Summary, summarize all results of collaboration and outcomes with public and regionally accredited private postsecondary institutions in your region and nearby postsecondary institutions. In the Supplemental Materials, identify individuals or groups included in the discussions, including meeting minutes, notes on telephone conversations, and any other contacts regarding collaboration. Provide a budget narrative justifying the estimated and projected program expenditures as they appear in Section III of the Enrollment, Performance, and Budget Plan form. Include start-up costs, required faculty, library resources, facility renovations/remodeling, and other anticipated operational costs to develop and maintain the program over a four-year period. State funding for baccalaureate program approved pursuant to Section 1007.33, Florida Statutes, shall be as provided in the General Appropriations Act. (Limit 400 words)Section 1007.33 3. The last paragraph of this section must include a statement on how the college will fund the program if it is not provided funding by the Legislature, and how that would impact the college’s implementation plan.
