What services do customers require? CPIC process must address entire portfolio Everything from legacy systems to Bring-Your-Own- Device to the “Internet of Things” 6

Federal Aviation Administration Update the CPIC discipline to reflect the evolving nature of IT Move away from large capital assets and towards IT as a service Focus on the data itself rather than how it is provided/managed Provide appropriate level of oversight for each investment Support effort to eliminate duplication in commodity IT and mission systems IT Provide governance bodies and processes with more meaningful, actionable data 7 Moving Forward

Improve cost reporting Standardize reporting requirements, including life cycle definition and funding cycle Business Function vs. Project vs. Program vs. Investment vs. Asset vs. Component vs. System Identify all infrastructure Include infrastructure embedded in mission systems Standardize metrics Stronger ties from IT directly to strategic goals and mission success 12

Federal Aviation Administration In late 2013, the Federal CIO Council chartered a Community of Practice (COP) around Capital Planning and Investment Control (CPIC) Executive Sponsor is Richard McKinney, CIO, Department of Transportation Co-Chairs are Beth Ward, Department of Transportation, and Francis O’Hearn, Treasury Department Our goal is to strengthen the CPIC community by: Establishing communications and collaboration forums Identifying, assessing, and publishing best practices (CIOpedia) Providing training/workshops to the CPIC community Working to move the discipline forward 13 Community of Practice
