7 TOM TORLAKSON State Superintendent of Public Instruction CELDT Transition Activities The CDE plans to replace the CELDT with the English Language Proficiency Assessments for California (ELPAC) system by 2015–16. The ELPAC will be developed to be aligned to the 2012 English Language Development (ELD) Standards. The CELDT was based on the 1999 ELD Standards. The 2012 ELD Standards are aligned to the California Common Core State Standards for English Language Arts. 7

The 2012 ELD Standards have three proficiency levels (Emerging, Expanding, Bridging) whereas the 1999 ELD Standards had five (Beginning to Advanced). If additional funding is approved, the ELPAC will include an initial (diagnostic) screener to serve the initial identification test purpose. The annual summative test will be moved to the spring. It will be used to measure the level of English proficiency and progress in learning English. 8
