1 AGENDA ITEM 4: FOLLOW-UP ON THE DECISIONS OF THE WORLD METEOROLOGICAL CONGRESS ON THE INTERGOVERNMENTAL BOARD ON CLIMATE SERVICES AGENDA ITEM 4.1.2: INITIAL PRIORITY AREAS www.wmo.int/gfcs

2 Objectives Provide prototype implementation plans that consider how the approach proposed by the general Implementation Plan of the GFCS could be adapted and applied to each of the four initial priority areas. Provide the essential elements that need to be put in place to ensure that climate information and services will effectively support decision-making in the four initial priority areas. Developed with strong involvement of the leading UN agencies in the four initial priority areas of the GFCS who have the ownership of the documents.

4 Key gaps and needs 1.Joint Project Office - Cross agency working mechanism - create a common space to work across Agencies while coalescing calendars of project deliverables to short, medium, and long-term agency goals, building common work plans and schedules 2.Service Analogues - Country contributed climate service sharing mechanism - build a common method to share with other countries the climate services used successfully in another 3.Decision Drivers – focus exiting pillars (OBS, RMP, CSIS, CB) into areas most pertinent towards decision making in the four priority areas 4.Capacity Building – core common denominator for climate service provision in a changing climate

6 Implementation approach 1.Aim for goals & outcomes that continuously evolve & enhance how services are used on the ground 2.Work with existing entities, both providers and users, and build on activities already having impact 3.Use pilot projects to build new sustainable, operational, and useful services in the four priority areas 4.Build synergies within the wide range of user interfaces that already exist among groups working in climate-sensitive sectors 5.Monitor and evaluate how projects are used locally, through clearing houses, structured decision-making opportunities 6.Use participatory planning and management tools such as Logical Framework Approach
