Energy Certificate Act Compulsory for new buildings and for buildings sold or rented out Voluntary for other existing buildings – public buildings Energy certificate has to be presented to the municipal authority when granting the building permits (new buildings) Valid 10 years; new buildings 4 years Energy consumption –new buildings calculated –old buildings according to the consumption (end use – not primary energy) Energy certificate provided by –new buildings: the building designer –existing buildings: property manager or chairperson of the board in connection of energy audit the energy auditor –separate certificates empowered persons with appropriate professional qualifications

Setting of energy performance requirements Implemented by The National Building Code of Finland (NBCF) –D3 Energy performance of buildings, regulations and guidelines –new buildings –calculated heat loss may not exceed the heat losses of the reference building –regulations for designing of heating, ventilation, lighting and control systems –good indoor air climate must be obtained also during summertime (cooling) –calculation of the energy consumption NBCF D5 or other appropriate calculation tool
