1st Regional Workshop: Improving National and Regional Disease Surveillance, Monitoring and Reporting Systems Belgrade, Serbia, 15-19 July 2013 FAO Technical Cooperation Programme TCP/RER/3402 Assistance to Western Balkan Countries for Improving Compliance to International Standards on Aquatic Animal Health Surveillance plan on KHV WG III
2
Surveillance plan on KHV I comments of the draft Surveillance Programme on KHV regarding the Check List on preparation surveillance programmes: Draft program contains next elemements accoriding the submitted chec list: 1. Aims/Purpose of surveillance program set with respect to disease 2. Definition of population - Includes definition of the population of interest, and Includes definition of the study population (population used for sampling) 3. Clustering of disease adn described as, Clustering effect of disease is considered and described and Clustering effect of disease is accounted in sampling/survey design and data analysis 4. Case/outbreak definition Case/outbreak definition are included criteria, Clinical, Laboratory test, Species, age other
3
Surveillance plan on KHV 5. Sampling: –Described sampling method –Defined sampling units –Explained consideration regarding sample size –Described tissues/fluids used as sampling material –Described sample selection process 6. Diagnostics/testing –List and description of test used (procedures, interpretation of results, Se/Sp) –List and description of laboratories included, some elemens missing 11. Zahtevi za osobljem i finansiranjem
4
Surveillance plan on KHV Note: In the program is listed by law with prescription surveillance on surveillance of aquatic animals. Program is good but some elements are missing: 7. Metodology 8. Data management 9. Validation 10. Quality assurance 12. Putting surveillance in the bigger picture (biosecurity, animal health, aquaculture)
5
Surveillance plan on KHV II suggestion to improve a draft program of surveillance on aquatic animals of suspecible species on KHV, according of submitted check liste: Principally the program is harmonized with check list. In addition the program should contain next elements of the check list: METODOLOGY-TO DEFINE TIME OF SAMPLING, MANDADORY WHENE THE CLINICAL SIGNS ARE SHOWN, non coordinated swimming or swimming on the suface. Sampling during the mass mortality. Describe relation between visible clinical sigs, patoanatomic changes with laboratory results. The risk of forehand sampling related credibilty of laboratory analyses
6
Surveillance plan on KHV Data management mehanography data processing received on the base of clinical signes, pathohistolgy, virusology and imunological analyses. Relation of possible Odnos mogucih predisponing factors of disease, duration adn losses. Validation of surveillance program, and control of preparation of the fish farms in a sense of techical measures and other preventive profilactic measures. Quality assurance, hierachy connection of the managaemnst on the production establishmenst and coordination with veterinary inspection service. Staff and financial requirements: at the farm or on the groups of the farm in the region, it is necesary to conduct preventive profilactic and therapeutical measures by the veterinarian specialized in fish disease. Harmonization of surveillance progrma: it is nesecary control water cuality that is entering the fish farm from the water source, water in the fish farm and water releised from the farm to enviroment
7
Surveillance plan on KHV III Passive surveillace Procedure for veterinarians and vet inspector on conduction during the suspicion on the occurance of disease, sampling, type and size of the sample, packiging and sending of the material on diagnostic testing Questionnaire filled during passiv surveillance on fish farm need consist following data: 1.Data on owner 2.Location 3.Presence/ absence other aquaculture farms (location and distance, on the common water area...) 4.Aquaculture species, type of production, capacity 5.Estimated time of start of disease- mortality (amount of mortality, category, species, symptoms noted)
8
Surveillance plan on KHV III Passive surveillance 6. Feeding- Type of food, data on producer (from the same producer, how often, changes in supplier) Feed control (in place or not, how often, remarks- analysis results – fulfill conditions/ uncomplients) 7. Water control (in place or not, how often, analysis results) 8. Biosecurity measures Fish farm has fance (enter to the farm under control) Limited enter people who does not work on it, and to animals) Desinfection in place/ not in place (how often) 9. Veterinary surveillanse- animal health protection There is contract with veterinarian in place, on animal health protection Veterinarian regulary visit the farm Presence of evidence on treating/ cure of animals Owner know legal obligations and benefits (yes/ no)
9
Surveillance plan on KHV III Passive surveilance 10. Keeping the evidence - mortallity and changes of animal health and behaviour on farm -Trade (buying/ selling – origin of animals) -Last case of disease in farm (anamnestic data, data from the owner)
