2 Objectives  To computerize the activities of the Municipal Councils  To make Municipal Council Administration, Efficient, Accountable, Responsive and Transparent.  To maintain up-to-date and faster retrieval of records.  To provide citizens centric services effectively.  To disseminate information through touch screen based kiosks, CSCs and internet  To facilitate online payment options.

3 It consists of the following modules 1. Births and Deaths Registration System This module maintains the details regarding the birth and death instances. It deals with the issuance of Birth/Death Certificates, generation of statutory reports related to Birth and Death based on the records maintained in the database for the same. 2. House Tax System This module maintains the details of the properties in the municipal area and facilitates the calculation of Rateable Value/annual tax for a property, generation of bills, maintaining details regarding collection of bills, generation and maintenance of record against various notices issued to the Property holders.

4 3. Rent Collection System This module maintains the details of all leaseholders of the properties belonging to the Municipal Council. Facilitates generation of bills and maintains details of all collections of bills. 4. Trades & Signboards Licensing System This module deals with maintaining the records regarding the various licences issued to the traders/shopkeepers by the Municipal Council, renewal, transfer and change in type of business. 5. Accounts-Receipts and Payments System (Single Entry Accounting) The Accounts module facilitates recording of every transaction of the Accounts Section. This module follows the single entry accounting pattern. MAS

5 6. Counter Services This module is the front-end of all the section-wise modules. Citizens are able to make any type of tax payments from a single window. History of previous payments is also available. 7. Datamodification and Superuser Takes care of modifications arising due to cancellation of receipts, master data changes, etc. All modifications proposed are recorded in this module. 8. Payroll System Takes care of generating the paybill for the employees of the Municipal council. MAS

11 Benefits to the Citizens  Citizens can get required information immediately.  Improved Government-Citizen interface  Co-operative, sincere, clean administration  Obtain digitally signed Birth/Death certificates from any of the 200 odd CSCs located at different parts of the state.  Citizen waiting time greatly reduced, as there is no need to visit multiple payment counters.  Online payment option and also through CSCs, designated banks etc.  Saves time and money of the citizen.

12 Technology Environment The software architecture of e-MAS is Browser Based Architecture  The modules are browser based with ASP.NET 2.0 forms  Centralized Oracle 10g database  User connectivity through LAN and GBBN  CSCs connected to GBBN to access data repository in the data centre.
