3 Statistics Barriers to cultural access Respondent were asked a question about the barriers they faced Lack of time – 42 % Too expensive – 29 % Lack of interest – 27 % Lack of information – 17 % Limited choice or poor quality – 16 % of cultural activities in your area Lack of knowledge or cultural -13 % background Other (SPONTANEOUS) – 3 % None (SPONTANEOUS) – 8%

4 Cultural policies Policies that take into account the needs of general public and vulnerable groups Cultural policies should not be seen as derived from voluntarism - they are based on rights of citizens and the legal obligations of States Commitment to adopt and implement a set of principles, objectives and measures which affect cultural live Project partner: REGVRATSA BG

5 ‘Check’ of existing policies at EU level Work Plan for Culture 2011-2014 Priority area A: Cultural diversity, intercultural dialogue and accessible and inclusive culture European Agenda for Culture Support for specific cultural actions, events and access to culture should be considered as a priority in development policies Contribution of culture to the implementation of the Europe 2020 Strategy Promote the access to cultural heritage and contemporary cultural content, including audiovisual works, in particular through EUROPEANA, thus also promoting and preserving cultural diversity and multilingualism in full respect of the copyright and related rights Project partner: REGVRATSA BG

7 Task for the works activities 1. Collecting of INFORMATION and DOCUMENTS review: - National legislation, Laws, Regulations, Agreements and other documents regulating social preservation of cultural heritage and cultural values and providing access to them; - Regional policy, Strategies, Regional programs for improving the accessibility to CVs; - Local policies – programs and plans for promoting accessibility; - Articles, Internet sites related to the accessibility to CVs promotion initiatives. Providing detailed information For example: National legislative framework LAW ON THE INTEGRATION OF PEOPLE WITH DISABILITIES “Article 37 The Ministry of the Culture, in co-operation with municipalities, shall ensure conditions for integration of people with disabilities through: providing specialised information about utilisation of services, routes, architectural-transportation and other facilities in public places for relaxation and culture; supporting development of the talents and encouraging creative acts of people with disabilities” Project partner: REGVRATSA BG

Assessment of the existing policy, based on the results of questionnaires Management partner of WG1 will prepare an inquiry to obtain necessary information about: - Obstacles and the problems to be resolved - Weaknesses and strengths of the policies - Measures to be undertaken for the improvement of the access to CVs Project partner: REGVRATSA BG

Best practices benchmarking - Identification of projects and “best practices” case studies of cultural policies, management of museums and other practical applications - Information on various sources of support - financing (subsidies, awards, and grants, provided by central and lower levels of governments) public indirect financial support (tax expenditures), private financial support from non-profit and business organisations - Making a list with funding opportunities Project partner: REGVRATSA BG
