5. 5 Description and purpose of stakeholder identification tool This concept provides a starting point of good relationship building you need for successful project development and community development. Description: Is the process used to identify and define your project’s stakeholders, their interests and the ways in which those interests affect the project’s viability. The toolkit also help to map out how, and to what extent, the various stakeholders are impacted by various aspects of a project in different levels. Purpose: To assist identify stakeholder groups of people such as Community or Gov’t who may be affected, can have affect or have interest in your project. E.g. Ok Tedi.

6. 6 How to apply stakeholder identification tool Step 1 Brainstorming on exiting stakeholders of the project. Step 2 Develop a list/categories of stakeholders who have interest in the project using the following guiding questions. Who will be affected by negative impacts & interest of the project? Who will benefit from the project? What influence they have on the project.? Who are most vulnerable, least visible for special consultation efforts be made? Who will support or oppose the changes of the project development? Who have the resource to contribute and benefit the project? Who are the More powerful stakeholders are easily recognised ? Step 3 Ensure all stakeholders are included on your list ; identified, prioritised, develop response and involved in decision making. Ensure Women, youth and vulnerable stakeholders are included. Understand their priorities and use their knowledge as the bases for forming strong relationship.

7. 7 When to apply stakeholder identification tool Stakeholder identification is a dynamic process. Can be used at different stages of the project development. Enables you to know your stakeholders. Keeps you informed of what is happening at different levels.

13. Stakeholder Analysis Description Enables you to access how important the project might be to each stakeholder. Help understand how much each stakeholder might want to participate in Community Development Programs/Process. 13

14. Identifying relationship between stakeholders that may affect development partners. Help assess appropriate level of engagement with various stakeholders, e.g. informing community, partnering at different stages of the project cycle. Ensure that interest of women youth and vulnerable and community are not overlooked in the mine’s community development programs. Help assist draw out the interested of stakeholders in relations to key development issues Help to understand how much each stakeholder might want to participate in the community development programs. Help to understand the web of relations surrounding the project. Help to design our Consultation Matrix tool and to decide how much time to devote to engage each stakeholder or group. 14

15. The Stakeholder analysis tool should be used when designing the Consultation Matrix (Tool 3). Be revised each time the list of stakeholders as per identification list (from tool 1) is revised at different levels. This tool is particularly useful when looking at the role of various stakeholders in your project, and how they are to secure their stake. 15

16. The tool required to categories the stakeholders identified in tool 1 according to the set of criteria. How they view the project, their influences and the extent to which they will impact; positively or negatively. Its important to know who supports the project and who doesn’t – so that you can manage stakeholders effectively. The Supportive/Destructive Matrix is used to analyze stakeholders and decide where you need to move with them. It is often used in conjunction with other tools. E.g. the stakeholders may be identified and numbered on the Importance/Influence matrix and then the influential stakeholders can be analyzed. 16

18. Recommend that CR develops a reporting system and a framework for stakeholder identification for all regions. Increased better networking with stakeholders at all levels, (Global, National, Provincial & at local level will increase productivity of the project). 18

19. Conclusion Stakeholder analysis need be conducted as part of project planning or as an evaluation activity. The important lessons to learn are that every project team needs to know who their stakeholders are, whether they are for or against the project and how they plan to go about meeting their needs or controlling their influence by using stakeholder matrix. To be successful in retaining good relations with your stakeholders. ensure your stakeholders are involved in community developments plans and monitoring activities.

21. Summary of Stakeholder Identification & Analysis 21 What was the plan? The plan was to read & understand the ICMM CD Toolkit and under stand and do TOT presentation to CR. Officers. What happen? The information was put together after gathering from the ICMM CD toolkit in a presentation format. What went well? It was a personal development for me personally and though topic was new after reading and analysing, it was very interesting. Also doing it team work was good, what I did not understand was assisted by Joe Samara. What did we not like? Not enough time with preparation of the presentation due to other work commitments we did not have time capture everything in detailed. What lessons we learnt? We learnt from the presentation we need improve as per the assessment given by our colleagues on certain areas. We also learnt a lot from this toolkit, we are doing it but it was good to have in place this toolkit to guide us and also those new hires.

As CR Officers, Our plan was to read & understand the how best ICMM CD Toolkit can assist us during our day to day activities with new challengers and threats we are confronted with. 2. What happen? The idea was to gather all information using ICMM CD toolkit to develop a mechanism that suite our locality. 3. What went well? Very effective tools cutting edge approaches that able me to fully understand the type of stakeholder I should be dealing with. 4. What did we not like? Not enough time with preparation of the presentation due to other work commitments we did not have time capture everything in detailed. 5. What lessons we learnt? We learnt from the presentation we need improve as per the assessment given by our colleagues on certain areas.
