Public Health Communities Kentucky Inclusive Emergency Preparedness Conference April 25, 2013 Margaret Hibbs – Regional Preparedness Coordinator Region 3

What is Public Health all about?

Public Health - what you might be thinking: Immunizations Diabetes Education Environmental Health Health Promotion and Disease Prevention - Epidemiology Maternal and Child Health\WIC School Health Vital Records

But we are also: Emergency Preparedness Natural Disasters/Severe Weather Bioterrorism Chemical Emergencies Outbreaks Mass Causalities Radiation Emergencies

Public Health and Preparedness “ Public health emergency preparedness and response have been defining goals in the Unites States since the terrorist and anthrax attacks in the fall of 2001. The objective of emergency preparedness is to improve the nation’s ability to detect and respond to an array of public health emergencies including bioterrorism, emerging infectious diseases, and natural disasters.” Public Health is essential but we are the New Kid on the Block!

Emergency Preparedness: Immunizations Diabetes Environmental Health Epidemiology Maternal and Child Health\WIC School Health Vital Records

Pop Quiz - Question When you go to a restaurant to eat, do you go into the restaurant, order your food, eat it and then expect some stranger to pay for you? OR When you go camping, do you take off with just the clothes on your back and expect a stranger to provide food, water, a tent and sleeping bag for you?

Knowing what we know: Why would do people plan and prepare for a camping trips – during the best of times but during a disaster (the worst of times) show up with just the clothes on their backs? Would it not be smarter if they entered a “disaster” with everything they need and everything their family and neighbor needed?

Planning - Looks at: Teamwork - cooperative work by group Leadership - ability to lead: the ability to guide, direct, or influence people Accountability - an obligation or willingness to accept responsibility Capabilities - range of ability: the potential ability of somebody or something to do something Capacities - Ability to perform or produce

Opportunities: Working with in your organizations and your families to get them to understand’ the importance of Disaster Planning. National September is Preparedness Month – Does your family and agency do something to actively engage your staff? Incentives, drawings, newsletter articles Do you do something with your family to actively engage them in the planning process at home? Ready.gov Take advantage of “ah-ha” moments at work and at home

Proper Planning = TEAMWORK Preparedness Planning requires people and agencies to “think outside of the box”. Not to think about what we do as individuals or agencies on a daily basis – but how we all fit together within the community. People and agencies must realize that planning “never really stops” and their “partners” may change constantly as the communities needs change.

Successful Partnering: Developing ALLIES - Foster relationships Knowing WHO the players are in your community. Who has the expertise? Knowing WHO the key leadership positions are held by. Who had the resources available? Never stop and Never give up!

But to balance this equation… YOU MUST CONSIDER WHO YOUR PARTNERS ARE INSIDE AND OUTSIDE YOUR COMMUNITY!
