Update on Industry Canada’s White Space Devices Radio Standard Specifications (RSS)

RSS-222 White Space Devices
Scope: Sets out the requirements for the technical compliance of license-exempt, category I radio apparatus operating in the frequency bands MHz, MHz, MHz, MHz and MHz, known as white space devices (WSD). Purpose and Application: WSDs are licence-exempt radio apparatus operating on frequencies within white space. Operate on a no-protection, no-interference basis. Does not apply to apparatus intended for general public broadcasting services.

White Space Devices Types: White Space Device (WSD) is a radio apparatus that operates in the white space frequency bands using dynamic spectrum access techniques. Fixed WSD: Device that transmits/receives radiocommunication signals at a specified fixed location. Has a direct or indirect Internet connection to access the white space database.

White Space Devices Types (continued): Personal/Portable (P/P) WSD: Device that transmits/receives radiocommunication signals while in motion, i.e. at non-vehicular speeds, or at unspecified fixed points. Mode II P/P WSD: Uses an internal geo-location capability. Accesses the database through direct or indirect Internet connection. Mode I P/P WSD: Does not use an internal geo-location capability. Accesses the database through indirect connection.

Technical Requirements Antenna requirements for P/P WSD All transmit and receive antennas shall be permanently attached. Antenna requirements for fixed devices Maximum gain must be declared by manufacturer in the certification application If gain > 6 dBi, then: conducted output power power spectral density band edge emissions adjacent channel emissions Are all reduced by the amount in dB by which the gain exceeds 6 dBi 5

White Space Device Test Mode Requirements RF Test mode Requirements Test mode to perform the certification compliance tests with respect to radio frequency measurements Ability to compel the device-under-test (DUT) to operate on a frequency band selectable by test personnel Ability to vary the output power from the minimum to maximum realizable levels and set it to a desired level Ability to continuously transmit a modulated signal (i.e. with no time bursting or signal gating applied)

White Space Device Test Mode Requirements (continued) Database Interface Radio management software to perform the white space database interface certification tests The ability to view all information sent to and provided by the device. The ability to provide a list of available channels to the DUT. The ability to manually select an available channel. The ability to block a channel from the list of available channels. The ability to instruct a personal/portable white space device to apply its lower-power limit

Permissible Channels of Operation in Canada All WSDs shall operate only on available channels established by a WSDB. All WSDs: Available channels in bands MHz and MHz. MHz is prohibited. Fixed WSDs only (for communication between themselves): available channels in MHz, MHz, MHz and MHz.

Geo-location Requirements All geographic coordinates shall be referenced to the North American Datum of 1983 (NAD 83) and be accurate to ± 50m. A fixed WSD with geo-location capability shall include a declaration of conformity statement in the test report for the specified accuracy. A P/P mode II WSD shall include a declaration of conformity statement in the test report for the specified accuracy.

Database Access Requirements Fixed WSDs: Shall access a white space database over the Internet to determine the available channels at their geographic coordinates at least once a day. Shall update their use of channels according to channel availability for the 48-hour period beginning at the time of last database access. Fixed WSD without Internet access can access the database through another fixed WSD with Internet access in order to obtain a list of available channels.

Database Access Requirements (continued) Mode II P/P WSDs Shall re-verify their location and shall access a white space database over the Internet to determine the available channels at their geographic coordinates at least once a day. Shall update their use of channels according to channel availability for the 48-hour period beginning at the time of last database access. Shall re-verify its location and the database for its available channels if it moves by more than 100 meters from the location it last accessed the database.

Database Access Requirements (continued) Mode I P/P WSD Shall only transmit upon reception of the list of available channels from a fixed or mode II P/P WSD that has contacted the WSDB. Its Industry Canada Identifier (IC ID) shall be verified by the WSDB prior to operation. Identification of database operability At the time of certification, a formal letter or agreement identifying that the WSD is able to operate with at least one WSDB shall be provided by the applicant.
