Necessity of new highway construction -the existing M-10 “Rossiya” highway has exhausted its capacity (according to the requirements of SNiP 2.05.02-85 (as amended on 30.06.2003) the maximum traffic intensity with the existing number of lanes (4) is 40 000 Vpd); -the existing traffic intensity on M-10 “Rossiya” is 134 800 Vpd; -it goes through housing of Urban District of Khimki and city of Moscow; -traffic jams; -gas contamination, disturbed ecology of habitation of people.

Alternatives of route of Moscow – Saint-Petersburg Highway on the section from km 15 to km 32 5 alternatives of highway route had totally been considered. The beginning of all alternatives is projected at the crossing with MKAD at km 77+330, at Businovskaya interchange. Businovskaya interchange was built during upgrading of MKAD taking into account the prospective going of the highway bypassing Khimki, i.e. just for the purpose of construction of an alternate of M-10 “Rossiya” highway. The highway beginning had been coordinated with the city of Moscow and dovetailed with the construction of the express highway accessing Businovskaya interchange in the city of Moscow. In such a way all alternatives go identically from Businovskaya interchange and for a distance of 3 km and enters Khimki forest due to the only available housing-free corridor for the Express Highway path.
