3 Introduction Essendon Residents’ Group Draft Vision That residential amenity in the City of Moonee Valley is enhanced into the future for all its residents Draft Mission To advocate at State and Local Government levels for residential development in Moonee Valley that respects the needs of the existing community

4 Current Situation Status of Residential Re-zoning The Residential Zones Standing Advisory Committee (RZSAC) in 2014 refused to endorse the Council's proposals contained in C137 The RZSAC advised that Council needed to undertake further strategic work Council in response to this has initiated work in 2015 on a new housing strategy Essendon Residents’ Group

5 Current Situation Findings of the RZSAC in 2014 General The Committee is firmly of the view that due to the deficiencies outlined in this report, the draft Amendment is so fatally flawed that the process should be recommenced. The findings of the Committee have not been arrived at lightly and without exploring other options to progress the draft Amendment. The approach taken by Council is one of transformation, not translation, without the necessary strategic rigour to justify such a significant shift in the delivery of housing in the municipality. 6 Current Situation Findings of the RZSAC in 2014 On the ERG's Submission The agreement by the individual members to allow the ERG to represent their submissions contributed greatly to the efficiency of the Hearing, and was appreciated by the Committee. The breadth of matters covered by the submissions assisted the Committee’s understanding of local views, and in many aspects mirrored other submitters’ views. The fact that a logical and reasoned argument was provided which then presented a way forward was of value. Essendon Residents’ Group

7 Current Situation Meeting at the office of the Minister for Planning ERG was granted a meeting with a Senior Ministerial Advisor as well as a senior member of staff from the Department of Planning and Environment on 19 June 2015.  ERG re-iterated its opposition to C137  ERG questioned the current haste with the Essendon Junction Structure Planning exercise  ERG explained that the current and projected very high rate of apartment development in Moonee Valley was out of step with the RZSAC's views and Government population growth forecasts Essendon Residents’ Group

8 New Housing Strategy Issues & Opportunities Paper Comments have been forwarded by ERG Committee Members Essendon Residents’ Group

9 New Housing Strategy Demographic Forecasts & Rate of Development On the basis of population growth forecasts, the RZSAC advised that 4000 additional apartments would be required in Moonee Valley between 2011 and 2031 (together with another 6500 detached and semi-detached dwellings) Since 2011, around 3500 apartments have either been built, are in construction or are in various stages of planning approval to be built Around 4000 additional apartments are slated for the Essendon Junction precinct Essendon Residents’ Group
