“Digital Divide” New measuring of poverty line - Digital Divide - has been introduced by UNDP in 1997. "Digital Divide" is the global problem, related to non-uniform distribution of information technologies at different levels: international, interethnic, inside the country, region, etc. The leading countries combine their efforts to create information society and eliminate Digital Divide. At the World Summit on the Information Society (WSIS) these problems were discussed and the countries agreed to coordinate their efforts on the way of creation the information society.

Solving of the “Digital Divide” problem
In the modern society, the information is the base of development of the countries and the regions and unequal access to the information could create financial and social breach between developed and developing countries, breach between rich and poor people and etc. Solving of the problem could be reached by further development and extending of the national communication infrastructure, which is obtaining by means of combining of the efforts of each interested parties (3C Model). "Cooperation is progress" is reached, when different participants of the process, by executing its own tasks at the same time cooperate and supplement between each other. Such cooperation exists in Azerbaijan that is why high index of the progress by 2008 could be forecasted.

Consultations on the Establishment of the WGIG September 2004, Geneva 4. In Global ICT Conference: November 2004, Baku AzRENA participate in: Development of State Program of ICT STM 1 Connectivity to EU Internet Backbone Creation Virtual International Distance Center Cost-sharing with UNDP, OSI, Gov-t of Azerbaijan AZ-cc:TLD administration

Project between Government of Azerbaijan (Ministry of Communication and Information Technologies), UNDP, AzRENA & OSI-AF “Internet Access and Infrastructure Development for Research Educational and Civil Society Development Purposes” This Project is directed on amplification, expansion and formation of the conditions for the further steady development of national academic, research and educational and public (community) informational networks in Azerbaijan. The purposes of the Project are coordination of efforts of all parties, interested in the given question on all country, including organizations, which work in educational field, science, ICT, civil society and also the noncommercial and profitless public sector of ICT. The Project will facilitate and give opportunities on an exchange, training and co-operation between schoolchildren, students, teachers, research and academic society in Azerbaijan with their foreign colleagues on worldwide.

Parties Contributions for AZNET Project
AzRENA – USD UNDP – USD OSI-AF – USD Government of Azerbaijan on behalf of Ministry of Communication and Information Technologies provides free of charge all the required infrastructure including connectivity Backbone capacity and last mile. NATO approved NIG for year 2005 in amount Euro IATP/IREX, RELIEF International and others donations Project of Ministry of Education “Equipping by ICT the general education schools” (4521 schools, computers). Specially President Contribution: 20 million USD for School Connectivity Program and Content.

Internet Access and Infrastructure Development for Research Educational and Civil Society Development Purposes - AzNET In the framework of the project, the further content inland development is stipulated. It is planned to increase the number of institutions connections to 36, 54 universities, schools, libraries and NGO in the framework of the Joint Project.

Educational Partnerships Program IU/AzRENA
IU/AzRENA partnership has 4 major goals: Develop Azerbaijan faculty instructional design and IU global E-learning expertise; Develop Web-based courses to support Azerbaijan faculty professional development program focused on DE design and implementation; Develop and deliver a Pilot online course demonstrating DE application in the local educational context; Scaling up the initial DE experience to other Azerbaijan higher education institutions.

NATO Silk Distance Education Workshop as the example of 3C Model
Distance Education: Organizational, technology and pedagogical bases, which was successfully held in Baku, Azerbaijan, from September 20 to September 25, 2004. The Seminar was organized for the representatives from the country-participants of the NATO Project “Virtual Silk Highway” and for the representatives of educational institutes from Azerbaijan.
