MoReq2 and the Romanian Framework CONTENT 1. Historical recall 2. Strong points 3. Half step forward 4. Adoption of Moreq2 5. Conclusions
3
1. Geographical recall © David Liuzzo from h ttp://en.wikipedia.org/wiki/Image:EU_location_ROM.png David Liuzzo
4
1. Historical recall Moldavia Wallachia Transylvania 1859 1918
5
1. Historical recall—RM Russian influence 1831/1832 -State Archives - Registration system Moldavia Wallachia
7
1. Historical recall—RM Austrian influence 1695; 1772 registration system local archives Transylvania
8
1. Historical recall—RM “Great Romania” 1920-1950 Allegedly French and German administrative influences Registration system
9
1. Historical recall—RM 1951-1957—Some Soviet records and archives management practices introduced All RM practices under State Archives supervision: Registration system File plan Retention schedule Inventories Appraisal
10
1. Historical recall—RM 1996 – The National Archives Act preserved (legally) a (self-assumed) methodological monopole over: Registration system File plan + Retention schedule Inventories Appraisal
11
1. Historical recall—RM Effects of NAR methodological monopole: blocked the development of the electronic records management practices and of alternative approaches. the Information Technology took over the management of digital documents the personnel of the National Archives is qualified in managing historical archives but lacks training in the management of electronic records and digital archives. the challenge of managing and preserving digital records with staff more familiar with old Slavonic and Greek than databases and Web environment.
12
The picture is not that bleak, however…
13
2. Strong points—RM working with standardized procedures in records management and/or archives management is the accepted way of working. NAR has 42 county divisions, with all archivists working and supervising RM practices according to the same regulations and in the same manner. the organizations that create records have a unified style of managing records, by using the same forms and same procedures all over the country
14
2. Strong points—RM Some of these good practices support the management of digital records ◦ Registration of records—standard approach for each organisation. ◦ Standardised classification and audit practices ◦ The presence and influence of the National Archives to the creators of documents/records
15
2. Strong points—ICT ROMANIA –early start in ICT, fractured by the political management mistakes. the beginning of Romanian informatics in the ‘1950s in ‘1970s—manuals of Informatics for students. the last decade of communist rule—the development of IT stopped after the fall of Communism, Romania turned into a major IT outsourcing country
16
3. Half step forward Electronic Signature Act (455/2001) in August, 2008 only 5 000 firms and 50 000 individual users have had a digital signature
17
3. Half step forward e-Government policy implemented
18
3. Half step forward
21
The development of e-government was mainly influenced by: The IT lobby The public administration The professionals of RM and AM were completely ignored by both. 3. Half step forward
22
LAE authenticity = digital signatures invented RM terminology (‘digital card’ = metadata set) Mistranslation of ISO 15489 records = recordings document management = records management records center = archival institution capture = collect 3. Half step forward
23
Until recently, the National Archives were not particularly interested in the e-records issue. No digital record has been transferred so far to the National Archives. Only a limited number of cases when records have been created in only in a digital environment, and even less selected for permanent preservation. 3. Half step forward
24
No interest in academic level Archives staff lacks adequate training The Faculty of Archival Science offered its first course in “Archives and digital heritage“ in 2004, taught by an archivist; he was replaced after one year with an IT specialist The profession of records manager doesn’t officially exist There are no higher education courses on electronic records or training in the management of digital archives. 3. Half step forward
25
…would be MoReq2 adopted? Under these circumstances… Is there a need to make room for the provisions of MoReq2?
26
Modernisation of the country Implementation of EU legislation A more deep implementation of e-government, requiring the management and archival of electronic records 4. Adoption of MoReq2 Drivers for change
27
a. Implementing changes b. MoReq2 & Romania 5. Adoption of MoReq2 Managing change
28
a. Implementing change New Strategic Role for the National Archives of Romania as: Leader of the electronic records management domain Provider of legislation, standards, guidance and support for ERM Partner of the IT industry in developing new services and technologies for digital archival
29
a. Implementing change Apply for e-records the same lifecycle model as for managing paper records Recognition of electronic records management as a distinct domain of archival science, which uses IT but is not managed by IT
30
a. Implementing change Development of a terminology for ERM in Romanian language. This has implications on the translation of MoReq2 Development of records management as an academic discipline Implementation of a training regime in electronic records management
31
b. Moreq2 & Romania Unlikely to be adopted as guidance in the near future, but: Translation of MoReq2 will raise awareness of the electronic records management discipline and the ERM systems Will support the development of the discipline of electronic records management in Romania
32
b. Moreq2 & Romania The IT industry will have to work with MoReq2 to remain competitive Will be used as a learning and training tool in higher education and Academia Public bodies will have a guidance for developing ERM systems
33
Adoption of Moreq2 can be done?
34
Once upon a time, Romania went from here…
35
…to here, in less than 40 years:
36
