Structure Implemented by: Global Wind Energy Council led consortium, including Center for Study of Science, Technology and Policy [Bengaluru] DNV GL [Bengaluru] Gujarat Power Corporation Limited [Gandhinagar] World Institute of Sustainable Energy [Pune] In close cooperation with the Ministry of New and Renewable Energy, India Implementation period : 34 months remaining (ends March 2018) Total cost of the Action : € 5.4 M EU Delegation to India contribution = € 4 M Other consortium partners’ contribution : GPCL is contributing = € 0.5 M Geographical Focus : States of Gujarat and Tamil Nadu

FOWIND Goal is to promote offshore wind power to facilitate India’s transition towards a low carbon energy future Objectives: 1. Create an enabling environment through preliminary infrastructure and resource assessments 2. Undertake capacity building efforts for relevant stakeholders 3. Utilize European offshore learning to reduce technical barriers and financial risks 4. Promote collaboration between Indian and the European R&D institutes 5. Undertake preliminary techno-commercial studies for potential zone(s) 6. To develop an offshore wind development roadmap for India (up to 2032)

Expected Outcomes Facilitate offshore wind energy development in India through preliminary assessments Enhanced knowledge, capacity of decision makers and key stakeholders Create partnerships between Europe and India in both the public and private sector Improved awareness among local communities (location specific) Develop a pathway for Offshore Wind Development up to 2032 Support MNRE’s efforts towards realizing India’s first demonstration project

(a) Offshore Wind Policy & Market Assessment Report Set a clear target & develop a roadmap to convey a long-term vision to the industry Clearly articulate and affirm the offshore wind policy objectives to maintain industry confidence Ensure well managed progression from demonstration to commercial projects Provide strong initial public investment Design risk-informed support mechanisms to drive cost reduction Careful consideration of the costs & benefits of promoting a local supply chain

(b) PFR Zone Ranking Methodology Mapping and Identification of Spatial ConstraintsRemoval of the constraints (Exclusion Zones) Calculate score for the remaining areas based on weighted multi-criteria analysis Identify the most promising ZonesZone Ranking, Analysis + Description & Reporting Potential Zones considered most suitable for OW energy development in Gujarat and Tamil Nadu, ranked based on a set of defined environmental and technical parameters

Related budget approval tbc Complete procurement Post procurement LiDAR to be transferred to NIWE [ Final MoU draft with NIWE ] NIOT to provide complete design and construction support for marine sub-structure Request MNRE for financial support towards the marine sub-structure (Gujarat) Data Acquisition : 3 studies begun (Grid, Ports & Supply Chain) – Data access needed urgently Support : Tamil Nadu* agencies ( e.g. TANGEDCO, TEDA ) Gujarat agencies (e.g. GEDA) Next Steps

2. Beyond FOWIND Mainstreaming has begun – strong Government support for RE technologies Target : 175 GW of RE capacity by 2022 Wind = 60 GW including 1 GW of Offshore* Demonstration project proposed by MNRE along the Gujarat Coast FOWIND will provide fundamental information and preliminary support : Share EU Offshore wind sector best practices (Policy, Regulatory, Costs, Financing) Resource assessment (preliminary) Feasibility and infrastructure assessments (preliminary) Knowledge sharing and capacity building A Roadmap for Commercial Offshore Wind Development in India (2032) Establish the Framework conditions for a robust Offshore Wind Sector
