Information regarding the Motherhood Medals indicates that the medals were presented to women only once their youngest child reached 1 year of age, and if all her other children were alive. Children killed in the service of the U.S.S.R. were considered alive for award purposes. Adopted children also counted towards the award. I assume, but don’t know for certain, that the same rules applied for all the Soviet awards.
