Community Engagement - Summary Evidence of demand for affordable, appropriate/fit-for- purpose premises with range of meeting, training, & 1-2-1 interview/consulting rooms –confidentiality/privacy requirements essential for 1-2-1 rooms –price, location, space & end of lease are key drivers Strong interest in new shared premises in borough –recognition of potential benefits e.g. better premises & amenities, network & brand effects, improved service outreach & social impact Hounslow town centre preferred location –due to transport links –accessible to core beneficiaries / end users

CAN recommendations Importance of long term affordable flexible office space solutions for VCSE to operate & deliver services effectively Viable central location - Treaty Centre, Hounslow –Maximising use & social value of an existing community asset –Synergies & potential collaborative working between Resource Centre organisations, Library & Adult Education Services –Excellent transport links and potential to increase number of local resident & visitors into town centre Partner/contract with existing community premises provider to manage the Resource Centre –Best means of ensuring positive value outcome of infrastructure investment –Importance of capacity, skills, resources & benefit of proven track record –Cost efficiencies & benefits of economies of scale

HCRC Project Timeline Stage 1: Feasibility Study –CAN Feasibility Report to LBH -16 th April 2013 –LBH review of Feasibility Report & draft Cabinet Report –LBH decision to proceed to Stage 2: Development - 9 th July 2013 If approved, Stage 2: Development [projected timescale] –Site refurbishment design, & tender docs preparation – May/June –Tenders invited – 15th July 2013 –Building/Refurbishment works & ICT install – Sept 2013 to March 2014 –Centre Management provider contracted by LBH – Sept 2013 –HCRC Launch - early March 2014

Resource Centre Design Key elements of design specification: Shared facilities, range of meeting rooms Reception area with sufficient waiting area capacity One entrance Event friendly layout Break out area Neutral aesthetic –Important VCSE can retain their own organisational identity Quality detailing Flexible/adjustable layout Separate IT facilities but an integrated infrastructure

100 desk space –Citizen’s Advice Bureau (CAB), Volunteer Centre & Hounslow Community Support Services incl. Hate Crime Unit Virtual office solutions –Registered address –Hot-desking & meeting room hire Training & Board Rooms –3 large meeting rooms; 2 open out to 1 with @ 30 person capacity –Potential access to Adult Education Classrooms Interview / Counselling (1-2-1) Rooms –12 small interview/1-2-1 meeting rooms Shared resources –Reception & Post room (network copiers) –Tea point / break out area Resource Centre Facilities
