News1+News6 13 WTO members used a 2-day council meeting of OECD, an economic policy and research group that comprises 30 of the world’s largest industrialized and developing economies, to push forward the 「 Doha Development Agenda(DDA) 」 ---Supachai: 「 informal heads of delegation mode 」 6 areas: agriculture, nonagriculture products, services, special treatment for developing countries, reviews of antidumping measures and other trade rules, and new themes like investment rules.

(Inside U.S. Trade, April 25 th ) Chairman of the OECD’s trade committee Luzius Wasescha said in a trade policy message to ministers: ministers will need to focus in the importance of moving the agenda forward, and of taking decisions in areas such as:

News1+News6(continued) 1.The more effective integration of developing countries into the multilateral trading system 2.The steps necessary to acheive trade liberalization and improved market access in agriculture, industrial goods, and services 3.Strenthend rules dealing with dispute settlement and trade remedies 4.Arriving at consensus regarding the appropriate negotiating modalities 5.Improved policy coherence

News2 13 major WTO members discussed how to break the impasse on six key issues in the WTO talks. 6 issues: agriculture, nonagriculture products, services, special treatment for developing countries, reviews of antidumping measures and other trade rules, and new themes like investment rules. 「 interim accord 」

News 3 Supachia urged ministers of the 30 members of the OECD meeting to act swiftly to ensure that negotiations were successful. 「 Finishing the Round successfully and on time would be not only an economic stimulus but also be a powerful signal of int’l cooperation. 」

New3(continued) 「 There is an increasingly urgent need to make sure that your instructions to your negotiators in Geneva in specific areas are consistent with your commitment to a success outcome overall. This, I must say frankly, does not always appear to be the case---particularly in key areas such as agriculture 」

News 4 EU Trade Commissioner Pascal Lamy and U.S. Trade Representative Robert Zoellick used the annual meetings of the OECD to ease trade tensions and provide an impetus to stalled global discussions.

News 4 (continued) Lamy suggested focusing on market access issues and agreein to a set of rules to reduce trade barriers.

News 4 (continued) Zoellick suggested negotiations on formulas to cut tariffs and eliminating altogether those that are below 5 %

New 5 OECD ministerial meeting chairwoman Helen Clark, who is also the PM of New Zealand, said momentum is building toward the conclusion of the WTO round of trade liberalization talks on schedule by the end of 2004.

News 5(continued) 「 The WTO Doha round is a once in a generation opportunity which we cannot afford to miss. 」 「 There was a sense of needing to shift gears to get from Cancun to the end of the negotiations by the end of 2004. 」

News 5(continued) Ministers were clear on the following three points : 1.A full commitment to the level of ambition for these negotiations set for ourselves at Doha. 2.A full commitment to building momentum to get the job done by January 2005. 3.A balanced outcome for all, with development being central to the negotiations and a commitment to making the decisions needed.

News7 France Trade Minister Francois Loos complained that many gov’t use regulations, particularly health and phytosanitary regulations, as a way of hindering int’l trade. But he also added that when a new disease erupts in a part of the world, int’l scientific regulations are needed.

News7(continued) 「 Solidarity, faith in the economic growth generated by trade, security: these were three reasons why we met in Doha and why we decided to launch another trade round 」

News7(solidarity) 「 Solidarity with the poor countries is the main driving force of our commitment. Many of these countries have been sidelined from global growth despite the trade liberalization archived during the Uruguay Round. 」 「 It is essential to set on the road to growth countries whose share in world trade has declined, since many poor countries way ask themselves whether membership of the WTO will bring them more than just constraints. 」

News 7(faith) 「 We want all countries, particularly those with a high standard of living, to bind their within the framework of WTO. 」 「 We want the plethora of tariff peak to be eliminated, particularly by these countries 」

News7(security) The rules of the WTO ensure the predictability needed by our business communities. They provide a legal framework, which is the best guarantee for a stable int’l order.

News 8 「 A successful global agreement on trade liberalization would help Argentina double it’s exports to US $ 50 billion and trade it’s way out of an economic slumps. 」
