Level 3 reaches IP traffic Milestone
At the close of February, we recorded, a total of one Tbps of global IP billable traffic on our Network. In 2000 Level 3 had less than 10 Giga Bits Per Second (Gbps) of billable IP traffic moving across our network. IP traffic has, on average, at least doubled each year since. One Tbps of IP traffic is equivalent to: 1,250,000 photos per second or 108,000,000,000 photos per day 31,250 songs per second or 2,700,000,000 songs per day Tbps of billable IP traffic is a significant accomplishment for Level 3.

Best in Class On-Net Latency In head-to-head comparisons, the Level 3 advantage is clear! Level 3 outperforms competitors 73% of the time with 32% better performance Keynote measures network performance in selected locations for the service providers listed above. The locations that Keynote measures vary by provider, so Keynote data alone does not represent true “apples to apples” performance metrics. To create more of an “apples to apples” comparison, we have compared Level 3 performance on specific routes (measured by Level 3 monitoring equipment) to our competitors’ performance on the same routes (measured by Keynote). The routes compared include all those measured for competitors by Keynote for which Level 3 also measures performance and excludes from/to cities where Level 3 does not have IP gateways. A closer look at the exact comparisons in the tables in this chart can be found in the appendix. Some technical details underpinning this comparison: Keynote uses “TCP open” for measuring latency, while Level 3 uses “UDP.” While there is some discussion among engineers as to which method better reflects the end-user experience, this difference should be largely immaterial. Level 3 also measures latency more frequently than Keynote (many times per minute vs. once every 15 minutes). While both Keynote’s and Level 3’s methodologies are valid, we believe that the Level 3 methodology may be slightly more demanding. The purpose of calling out these differences here is simply to be explicit about the differences, not to discredit or criticize either methodology. Both Keynote and Level 3 latencies are round-trip measurements Level 3’s latency is 28% better than the companies we measured. While latency is an important component of end user experience, actual end user experience also depends upon other factors including IP port type (e.g. Gigabit Ethernet vs. Fast Ethernet), application and the amount of data being sent/received. Outstanding Availability and Low Packet Loss
Level 3 continues to achieve very high performance rankings, despite tremendous IP traffic volumes and growth The availability metrics for Level 3 and our competitors are measured by Keynote. Level 3 measures availability as a network wide average, so route-by-route comparisons were not possible for this metric. Please note that Keynote measures availability for each provider using a small number of markets, and that the markets used for testing vary by provider. Level 3’s internal network-wide average for availability was % for the period in question. Level 3 packet-loss statistics are measured by Level 3 monitoring equipment and pertain to all routes shared by Level 3 and any of the competitors. We have compared these statistics route-by-route against those of our competitors. For example, if Keynote’s average packet loss for MCI’s includes Chicago and Dallas, and the Savvis statistics include Chicago and New York, Level 3’s average statistics would include Chicago, Dallas and New York. “So why shouldn’t I buy from Savvis? Or from MCI? They seem to have done better than Level 3 in these areas.” The answer to this question is throughout this presentation, and specifically on slide 27. A great ISP isn’t one who performs in one or two areas, it’s one who performs in ALL areas where our customers need us to perform: scalability, performance, responsiveness, operations and maintaining a network and a company that will be here for the long term. The Shortest Distance to the Whole Internet
Level 3’s performance advantage is partly due to our network design. Our network is architected to reach any destination on the Internet with the fewest possible hops. Fewest hops Level 3 customers reach global Internet destinations in an average of 1.77 hops. Fixed Orbit, another Internet data analysis firm, uses the “Knodes” Index to measure a network’s connectivity to the Internet. The Knodes Index is based on more than 20 data sources, such as relative size, IP address control, routing tables and peering arrangements. The index is calculated to indicate the average number of networks, or hops, that must be traversed between any IP address on a given network to any other IP address on the Internet. Of over 20,000 networks that make up the Internet (and that are measured by Fixed Orbit), Level 3 comes out number one. This is another way to see how well connected Level 3 is to the rest of the Internet, and is an additional measure of end-user experience. Source: The Internet user has a better, faster experience.
