1 GEF Carbon Finance Meeting Pradeep Monga Director, Energy and Climate Change UNIDO

2 Contents UNIDO’s multidisciplinary approach – an overview Policy and technology drivers Way forward

3 Multidisciplinary approach Trade Capacity Building Energy Efficient and Low Carbon Technologies Carbon Finance guidelines & tools Carbon footprint for products CDM capacity building GHG mitigation: RE/EE projects GHG mitigation: Resource Efficiency Cleaner Production Global Public Private Partnerships GHG mitigation: ODS replacement

4 Past experience on Carbon Finance: Capacity Building Finance Guidelines & Tools Financial guidelines COMFAR (Computer Model for Feasibility Analysis and Reporting) – software for project financial evaluation with CDM module CDM Capacity Building CDM Capacity Building Programs for project developers in South Africa, Mexico and Vietnam (2004-2006) DNA Capacity Building Project in Pakistan

55 Liaising with WRI/WBCSD, Carbon Trust, ISO and Consumer Goods Forum  A project being developed on practical guidelines for developing country exporters, information on retailers initiatives Capacity Building Initiatives  Training of trainers  Dissemination to private sector companies/ internal auditors  Training for local verifiers  Development of university curricula, training modules Assistance towards regional database creation in developing countries  Scoping of needs  Commissioning primary data collection On going activities: Carbon Footprint Standards

66 On going activities: Linking Kyoto/Montreal protocols Project: HFC-free Energy Efficient Refrigeration and Air-conditioning systems in the Russian Federation through technology transfer 1) Primary target phase-out 600 ODP Tonnes of HCFCs (2015 Montreal Protocol target) 2) Direct GHG emissions reduction = 15.6 MMT CO 2 3) Indirect GHG emissions reduction through reduced electricity consumption = 10 MMT CO 2 in 5 years Phasing Out HCFCs Without Using HFCs The Meeting of the Parties to the Montreal Protocol initiated holistic approach to HCFC phase out by taking account of the full climate impact of HCFC phase out and not just the Ozone Depletion impact

7 Ukraine GEF Project - Energy Efficiency and Renewable Energy in the Agro-Food and other SMEs Focus on SMEs with special attention for food & beverage industry 10 demo projects with innovative solutions to be implemented Selected examples of interventions Biogas plant in agro farm => saving 13026 tons CO 2 / yr EE & biomass in baking industry => saving 3047 tons CO 2 / yr EE & solar energy in dairy farm => saving 1015 tons CO 2 / yr Energy costs savings; typical payback period of 2 years Project scale: 5.1 M U$S GEF + 12.7M U$S co-financing Potential for project replication eligible for carbon credits ~ future Joint Implementation

8 India GEF Project: Energy Efficiency & Renewable Energy in Selected Micro SME Clusters Programmatic Framework for Energy Efficiency Cluster project in 9 energy intensive subsectors: foundry, sponge iron, textiles, electroplating, brick kilns, ceramics, glassware, cement plants, paper industry Example: pilot project in the ceramics industry (2006-2010) 100 walk through audits identified significant Energy saving potentials Savings potential in Morbi SME cluster: 6.6 PJ (15%) / 0.44 Mt CO 2 Recommendations implemented: reduced excess air, waste heat recovery, proper drying green wares, variable frequency drives Project scale: 7.2 M U$S GEF + 26 M U$S co financing Significant replication & carbon reduction potential Potential for project replication could be eligible for programmatic CDM modality

9 Technology Needs Assessment Projects TNA is an entry point for Technical Cooperation activities Measure for “scaling up the level of investment in the transfer of environmentally sound technologies to developing countries” Amongst 14 select pilot projects funded by GEF, UNIDO has developed: 1.CC related TT for Cambodia: Using Agricultural Residue Biomass for Sustainable Energy Solutions (Cambodia) 2.Phase out of HCFCs and Promotion of HFC-free Energy Efficient Refrigeration and Air-Conditioning Systems in the Russian Federation through Technology Transfer 3.Bamboo Processing for Sri Lanka 4.Overcoming Policy, Market and Technological Barriers to Support Technological Innovation and South-South Technology Transfer: Transfer: The Pilot Case of Ethanol Production from Cassava (Thailand) 5.Realizing Hydrogen Energy Installations on Small Island through Technology Cooperation

10 Way Forward (1/2) Technical Developing and applying the streamlined project-based mechanisms: Benchmarking and sectoral scopes Low carbon Technology Road mapping Contributing to Monitoring, Reporting and Verification (MRV) actions: Standardization and Training Expert Training on low carbon technologies Identify sectors and countries to develop and apply in pilot projects Methodologies for integrated “Global Environmental Benefits” : (Covering GHG / ODS / POPs /Chemicals)

11 Way Forward (2/2) Policy Advise/promote capacities for NAMAs and TAPs for developing countries Securing new tech cooperation funds and advising countries on available climate funds Promoting industry voluntary emission mitigation actions (CSR/carbon footprint/..) Promoting implementation of global standards such ISO 50001

12 Thanks for your attention p.monga@unido.org
