2 Cabinet Report Cabinet agreed changes to Hartlepool Children’s Trust on 24 th August 2009 Changes come into effect 1 st October 2009 First meeting of the new Hartlepool Children’s Trust Board 15 th October 2009

3 What do these changes mean? Hartlepool Children’s Trust Children’s Trust Board Develop & promote a child and family- centred, outcome led vision Put in place robust arrangements for inter-agency governance Develop integrated strategy, joint planning and commissioning, pooled & aligned budgets and the Children and Young people’s Plan Effective joint working sustained by a shared language and shared processes Develop and promote integrated front-line services organised around the child, young person or family

4 Safeguarding & the Children’s Trust Lord Laming’s report, The Protection of Children in England: A Progress Report The Children’s Trust is required to: Consider children’s safeguarding needs and champion child safety. Lead in emphasising the importance of universal, targeted and responsive safeguarding Ensure that the planning and commissioning of services takes account of the need to safeguard and promote children’s welfare. Ensure all local partners are prepared for and implement the new Vetting and Barring Scheme (October 2009) Hartlepool Children’s Trust

5 What do these changes mean? Hartlepool Children’s Trust Direct and manage resources Direct and manage performance Manage inter-agency delivery Procure services (e.g. through joint commissioning function) Executive to replace Performance Management Group
