6 Purpose The University Outreach and Relations Committee connects the association and the contract management profession to students, faculty, and administrators in the academic world. The Committee is responsible for gathering information on educational programs of institutions of higher learning, identifying contract management specific or related degree or certificate of completion programs, ensuring these institutions, their faculty, their administrators and their students are introduced to the association, encouraging the establishment of curricula specific to contract management, and informing the members about these institutions and programs.

Developing/managing a list of targeted Universities and faculty members with whom NCMA wants established relations. Developing/distributing NCMA’s message to targeted institutions. 21 Scholarship and 1099 Information Chapters must issue a 1099 to recipients of any chapter payment for any amounts of $600 or more paid to one person –Issued whether paid as a lump sum or in incremental payments Chapters do NOT have to issue 1099 if payments to recipients are for reimbursement of actual travel or business expenses, even if over $600. –Must have receipts supporting those expenses. Issue 1099 in January 2011 as recipients file taxes on calendar year

30 Changes to Certification Exams HOT NEWS: Implementation of the 150 question exam is delayed. Exam takers in Jan 2011 will still take the 110 question CFCM and CCCM exams. Beginning with testing in 2011, the Certified Federal Contracts Manager (CFCM) and Certified Commercial Contracts Manager (CCCM) exams will be expanded from the current 110-question format to 150 questions. Candidates who currently have an approved CFCM application on file and who want to take the 110-question exam must do so no later than the month of December 2010. Time limits for the 150 question exams will be extended to four hours

32 Certification Exams Offered at Mid Year Paper exam offered at Mid Year in Las Vegas NV on Jan 21st –Applications and fees due NLT December 21, 2010 –NOTE!! Exam fee ($50 members/$90 non-members) is in ADDITION to the application fee but in lieu of the $95 fee for on-line testing. –NO review class will be offered at Mid Year –The exam will be the 110 test question format for CFCM and CCCM. 43 CAN-SPAM Act This is a federal law that sets the rules for commercial email, establishes requirements for commercial messages, gives recipients the right to have you stop emailing them, and spells out tough penalties for violations. It applies to commercial e mails, but not just “bulk” e mails.

44 Commercial or Transactional? Is your e mail selling something specific (Purely announcing an NES or workshop) Is your e mail your chapter newsletter? (Based on a transactional or “personal” relationship) –Many chapter communications, such as a chapter newsletter fall under transactional or relationship messages where the CAN-SPAM Act does not apply. –However if a chapter is advertising an upcoming NES and that is the only item within the e-mail, that would more than likely qualify as commercial content where the sender would need to abide by the Act

45 The basics on what to do: 1.Don’t use false or misleading header information. 2.Don’t use deceptive subject lines. The subject line must accurately reflect the content of the message. 3.Identify the message as an ad. 4.Tell recipients where you’re located. 5.Tell recipients how to opt out of receiving future email from you. 6.Honor opt-out requests promptly. 7.Monitor what others are doing on your behalf.

Nominations may be submitted by any NCMA chapter, and the award is presented by the NCMA president at World Congress. Gregor Macfarlan Excellence in Contract Management Research and Writing Submissions Due January 15 NCMA welcomes submissions of papers for the Fifth Annual Macfarlan Excellence in Contract Management Research and Writing Program. Theoretical and empirical papers relevant to the practice of contract management may be submitted for consideration in one of three categories: graduate research, professional research, and undergraduate research. These awards are presented at World Congress and 1 st place comes with a substantial cash award.
