4 PERCEPTION Additional Problems Identified Instructional strategies are teacher-centred Adopting of the constructivist approach towards learning is very minimal among teachers at all levels Strategies to identify prior knowledge of students are not employed. Depth vs breadth in content of curriculum Lack of support for teachers

5 RECOMMENDATIONS / OBJECTIVES Provide Support for Teachers in TLM and Assessment Teacher support teams Training the trainers Training /Professional development in creative TLM and Assessment Materials and administrative support for creative teachers Use of ICT to provide support Revamp centralised assessment - Replacing centralised exams at primary level and lower secondary with school-based assessment - Assessment FOR learning not OF learning Reinforcing the impact of S &T on society Relating Science to the Humanities (Religion, Art, Literature etc.. ) R & D – consolidation of research activities / findings globally competitive curriculum for S&T Dissemination of R&D findings related to TLM and Assessment Evaluation of School- based Assessment and classroom based assessment

Provide Support for Teachers in TLM and Assessment Teacher support teams Training the trainers Training /Professional development in creative TLM and Assessment Materials and administrative support for creative teachers Use of ICT to provide support TIMELINE : IMMEDIATE WHAT NEEDS TO BE DONE: i.Revive and increase value of previous effective programs e.g. Teacher Support Teams ii.Trainers trained in different /creative TLM proven effective by research iii.Adapt TLM methodologies to teachers’ reality – middle ground iv.Materials Bank/Depository for projects and materials produced by universities, teaching colleges and the public and private sector Special budget / financial incentives to reward contributors Use of ICT for online deposit of materials v.Online support modules for TLM and Assessment to improve English proficiency for S&T teachers Creative TLM Classroom-based and school-based assessment TEACHERS TEACH AND EDUCATE STUDENTS LEARN AND UNDERSTAND

Revamp centralised assessment - Replacing centralised exams at primary level and lower secondary with school-based assessment - Assessment FOR learning not OF learning WHAT NEEDS TO BE DONE -Provide school-based assessment modules for key learning area -Move to criterion-referenced assessment for school-based and classroom based assessment -Monitoring procedures across agencies to validate school- based assessment -Consolidation of documents to produce national standards for education – key skills Timeline – immediate preparation Implementation RM9 - 2007

8 PLAN OF ACTION 3.Reinforcing the impact of S &T on society Relating Science to the Humanities (Religion, Art, Literature etc.. ) TIMELINE - IMMEDIATE WHAT NEEDS TO BE DONE: i.Encourage a well-rounded program of education – S&T and Humanities ii.Design campaigns/modules to create awareness among students, teachers and society that S&T is fun and useful in everyday life TEACHERS TEACH AND EDUCATE STUDENTS LEARN AND UNDERSTAND

R & D – consolidation of research activities / findings related to TLM and assess globally competitive curriculum for S&T Dissemination of R&D findings related to TLM and Assessment Evaluation of School- based Assessment and classroom based assessment programs TIMELINE : by 2005 WHAT NEEDS TO BE DONE: i.Assign an agency to act as a focal point to collect and consolidate research findings and activities This agency reports to the MOE to coordinate dissemination of R&D findings Link the Materials Depository with Research findings – establish ERIC-like database Carry out program evaluation for assessment and TLM programs regularly TEACHERS TEACH AND EDUCATE STUDENTS LEARN AND UNDERSTAND
