Enterprise Directorate General European Commission Strand 1- Regional Innovation Strategies Objectives: Create innovation policies at regional level Develop innovation systems in the regions Strengthen co-operation across Europe between regions Enhance learning process for the regions Prepare regions to absorb EU funding more efficiently Foster regional and economic development

Enterprise Directorate General European Commission Strand 2 - Regional Innovation Policy impact assessment and benchmarking Expected outcomes: Integration of the impact assessment instrument into mainstream policies Benchmarking the performance of regional innovation policies Concrete proposals for directing regional innovation policies better towards changing firms’ needs

Enterprise Directorate General European Commission Strand 3 - Support to RIS-NAC processes Methodological / expertise support to post-RIS phase in all those regions which have started RIS-NAC projects in 2002Example: NAC region A plans to enhance joint projects between the academic and business world and to create a corresponding business support infrastructure, e.g. university technology transfer offices. Which are the schemes which work successfully in other regions and how can they be introduced?

Regional administrative and political authorities Regional (economic, structural) development agencies/organisations Regional innovation support agencies/organisation All other organisations charged with regional innovation and econimical/ structural development The implementing region must come from an associated state and must form a partnership with at least one region from European Economic Area

Look for regional support: RIS/RITTS projects are often initiated by a small group of organisations Try to involve a wider circle of organisation while developing the proposal (regional back-up) Those involve in the proposal should share the same vision (consensus building) The organisation acting as project co-ordinators need credibility

Identify regional co-funding: planned maximum Community contribution - up to 75% the remaining amount has to be provided by proposers: contribution in kind: - office equipment for project - project staff remuneration financial input from third parties average cost of RIS/RITTS project - 450.000 EUR (32 months) share of partner region - 100.000 EUR (25.000 EUR) average 25% of proposer’s contribution - less than 100.000 EUR
