TODAY: SHARE FOUR FINAL BENCHMARKS Benchmark #1: The number of people with disabilities who are employed is 50%. Supporting Principles: Hours worked per week range from 1 to 40 with an aggregate average of 20 hours per week. Individuals choose activities for the remainder of the day with as much community involvement as desired. 7

Employment: Where we are now Ohio currently (8/31/14) has 7,614 persons employed which represents about 25% of the persons enrolled in day services. 8

Host Homes/ Shared Living Where We Are Now 1,163people in shared living/host homes 6.5 % of people on the IO waiver in shared living/host homes Ohio ranks 16 th nationally in the number of people in host homes adjusted for population. A few states (Vermont, Colorado) have over ½ of their folks on waivers in host home environments. 14

Benchmark# 3: Nursing services will be available in all waivers. Supporting Principles: Nursing services will be funded by the State. Addition of nursing services will not impact ODDP range or caps on services. Delegation continues to be used. Smooth intersection between personal care and nursing. 18

Over the next 10 years, the number of people with DD in our system over the age of 60 will double 19

Benchmark #4: All Direct Support Staff earn a livable wage (200%) of the federal poverty level Supporting Principles: Will require rate increase for waiver services. Wages should be equitable across service types (waiver/ICF). Will require increase to funding ranges and caps. Assurance that rate increase goes to DSP. 22

Direct Service Staff Where We Are Now 46% turnover in Ohio (similar to national data) – OPRA data 2013 Direct Service Professional average wage was $9.54 (OPRA data) Each 1% increase in the HPC rate costs $3.5 million. To go from current level ($9.54) to 200% of poverty for a family of two ($15.00 hour) would be a 50% increase costing $170 million. 23
