Security Situation Update FRAGO 547 Military Order to Assist NGO/IO Access 30 April 2003 Fragmentary Order Specifies Procedures and Polices Documentation Required in Iraq –Employer ID Card, Valid Passport –Waybills if hauling humanitarian goods –Contract drivers need valid passports Comply with external host nation border procedures Convoy movement number guarantees place –Not required, travel control points (TCPs) will integrate agency traffic as possible

Security Situation Update FRAGO 547 Military Order to Assist NGO/IO Access Additional Security Points Coalition forces may stop and search IO/NGO vehicles if required for force protection or mission needs Refusal to cooperate may result in detainment and removal from the area until military mission is complete Convoys of more than five (5) vehicles must register for convoy clearance on main routes If requesting military security help, please do so ninety-six (96) hours out, to allow for determination and/or tasking of units
