7 Internal Auditing Presently in the same department all the checking and validation is carried out. In the same RLDC with another department may be entrusted to carry out checking and validation.

8 Pool account, Reactive account and IRE account Pool account is operated by SRLDC and as on date there is no default of UI payment on any constituent. Reactive account is operated by SRLDC and as on date there is no default of payment by constituents. IRE account ER – SR : No payment outstanding WR – SR : WR has to pay the amount

9 Time synchronization of meters FIRST WEEK OF EVERY MONTH ALL THE SUBSTATIONS WILL CHECK THE METER TIME WITH GPS TIME AND A REPORT WILL BE SENT TO SRLDC. IF THE TIME DRIFT IS MORE THAN ONE MINUTE, THE SUBSTATTON ITSELF WILL CORRECT THE TIME WITH DCD. REGULARLY EVERY WEEK SRLDC WILL RUN A PROGRAM TO CHECK THE TIME DRIFT AND IF IT IS FOUND, INSTRUCTIONS WILL BE ISSUED TO THE CONCERNRED SUBSTATION TO CORRECT THE TIME DRIFT. Details

12 Responsibility of SEM data collection and transmission to RLDCs Relevant extracts from Terms and Conditions of Tariff Regulations, 2004. 47. Metering and Accounting: Metering arrangements, including installation, testing and operation and maintenance of meters and collection, transportation and processing of data required for accounting of energy exchanges and average frequency on 15 minute time block basis shall be organised by the Central Transmission Utility/Regional Load Despatch Centres. All concerned entities (in whose premises the special energy meters are installed), shall fully cooperate with the Central Transmission Utility/Regional Load Despatch Centre and extend the necessary assistance by taking weekly meter readings and transmitting them to the Regional Load Despatch Centre. Processed data of meters along with data relating to declared capability and schedules etc., shall be supplied by the Regional Load Despatch Centres to the Regional Power Committee or the Regional Electricity Board and the Regional Power Committee or the Regional Electricity Board shall issue the Regional Accounts for energy on monthly basis as well as UI charges on weekly basis. UI accounting procedures shall be governed by the orders of the Commission.

13 Relevant extracts from Revised IEGC 6.4.14. The CTU shall install special energy meters on all inter connections between the regional constituents and other identified points for recording of actual net MWh interchanges and MVArh drawals. The type of meters to be installed, metering scheme, metering capability, testing and calibration requirements and the scheme for collection and dissemination of metered data are detailed in the enclosed Annexure-2. All concerned entities (in whose premises the special energy meters are installed) shall fully cooperate with the CTU/RLDC and extend the necessary assistance by taking weekly meter readings and transmitting them to the RLDC.

24 SPECIAL ENERGY METER PRECAUTION IF BATTERY LOW INDICATION COMES DURING DATA COLLECTION, OLD BATTERY SHOULD NOT BE REMOVED FROM THE DCD UNTIL A NEW (FULLY CHARGED) BATTERY IS READY CLOSE BY FOR REPLACEMENT. DCD SHOULD BE IN OFF POSITION WHILE BATTERY REPLACEMENT IS MADE AND CHANGING BATTERY SHOULD BE COMPLETED IN 30 SECONDS OTHERWISE DATA WILL BE LOST. IT IS SUGGESTED TO USE SEMS MAINS ADAPTER TO POWER THE DCD WHILE THE BATTERY IS CHANGED WHICH MEANS THAT THE POWER SUPPLY TO DCD IS UNINTERRUPTED AND THERE IS NO HURRY TO FIT NEW BATTERY

26 SPECIAL ENERGY METER PRECAUTION FOR L&T MAKE METERS, BY PRESSING THE PUSH BUTTON WHICH WILL EXTEND SUPPLY TO THE MEMORY FOR COLLECTING THE DATA STORED IN METERS MEMORY. FOR SML MAKE NEW METERS, BY EXTENDING POWER THROUGH BATTERY CHARGER THE DATA STORED IN METERS MEMORY CAN BE COLLECTED.

27 SPECIAL ENERGY METER PRECAUTION FOR THE METER DATA: SEM DATA WHEN DUMPED INTO THE PERSONAL COMPUTER HAS TO BE SCANNED FIRST FOR DATA CORRECTNESS AND COMPLETENESS WHILE SCANNING, THE FOLLOWING ARE TO BE CHECKED MAINLY (I) 15 MIN.
