Type of Vessels Cargo ships – marine diesel to power the ship engine - up 2 ML on board – Cargo ship will fuel at port of departure – Cargo delivery during open water season for both construction period and operation period Ore carriers – marine diesel to power the ship – up to 6 ML on board – Ore carriers will refuel at port in Europe – Frequency – 1 ship at port every 48 hrs (on average) Fuel cargo – up to 50 ML on board – Fuel delivery at Steensby or Milne (arctic diesel, jet A fuel and marine diesel during operation Fuel delivery during open water season (July to October)

Baffinland Preparedness TC approved Oil Pollution Emergency Plan (OPEP) for Oil Handing Facility (OHF) – ship-to-shore transfer – Equipment and vessels located at Steensby – Equipment located at Milne – Trained emergency response team (ERT) with regular exercises All vessels will have a TC approved SOPEP – ship are first responder in case of spill – Contractual agreement for assistance with Response Organization Vessel design (Ice Class) and modern navigation systems Operational experience in the Arctic for vessel operators Well defined shipping lane (Hudson Strait and Foxe Basin) – Bathymetry and ice conditions ER Training exercise – involvement of communities along shipping lane and response organization/agencies

Cooperative Approach Baffinland operation will result in significant increase in shipping along Hudson Strait and Foxe Basin Polluter pays Coast Guard is the lead agency and response agency for North of 60 – Preparation to escalate response capability to respond to spill, up to a maximum of 10,000 tonnes – CG maintains response equipment at several locations along proposed shipping lane – gap analysis required Who is the lead agency for response if the spill hits the shore line? – Who has jurisdiction if a spill hits the beach (coordination role?) – Avoid “silos” for reporting and authority Involvement of third party response organization – ECRC, others Clear communications and no ambiguity of authority

Cooperative Approach Increase in Arctic shipping traffic mainly through Hudson Strait, Lancaster Sound and Mackenzie Delta Baffinland infrastructure can become an important staging area for emergency response throughout the North – Staging and access problems in terms of timeline of a response and the physical movement of personnel to the scene as well as for enforcement Use of Baffinland infrastructure for non-Baffinland related emergency response Implications for closure of Baffinland infrastructure
