TOM TORLAKSON State Superintendent of Public Instruction 3333 CAHSEE REQUIREMENT All California public school students, except eligible students with disabilities (SWDs), must satisfy the CAHSEE requirement, as well as all other state and local requirements, to receive a high school diploma. The CAHSEE requirement can be satisfied by passing the examination, or for SWDs, meeting the exemption requirements pursuant to California Education Code (EC) Section 60852.3, or receiving a local waiver pursuant to EC Section 60851(c).

Students must receive a score of 350 or higher on each part of the examination. Students who do not pass one or both parts will have additional opportunities to test in grades 11 and 12 and as an adult, if needed.

9. TOM TORLAKSON State Superintendent of Public Instruction 99999 CAHSEE Exemption California Education Code (EC) Section 60852.3 The current exemption began with the 2009−10 school year. An eligible SWD is not required to pass the CAHSEE as a condition to receive a high school diploma. An eligible SWD must have an individualized education program (IEP) or Section 504 plan that indicates he or she is scheduled to receive a diploma and has or will satisfy all state and local requirements.

TOM TORLAKSON State Superintendent of Public Instruction 10 CAHSEE Exemption cont’d Local Education Agencies shall not implement an IEP or Section 504 Plan for the sole purpose of exempting a student from passing the CAHSEE. All students, including students with disabilities, must take the CAHSEE in grade ten for federal accountability purposes. 10

TOM TORLAKSON State Superintendent of Public Instruction 11 Recommendation for Alternative Means The State Superintendent of Public Instruction and the Advisory Commission on Special Education recommend a two-tier pilot study for SWDs, which will allow them to demonstrate the same level of academic achievement as the CAHSEE.

TOM TORLAKSON State Superintendent of Public Instruction 12 Proposed Pilot Study for Alternative Means to the CAHSEE A Two Tier Process: Tier I : Student’s California Standards Test (CST) or California Modified Assessment (CMA) scores are reviewed to determine equivalency of passing score to the CAHSEE.

Tier II consists of preparing a collection of evidence (work samples) that demonstrates the same level of academic achievement required for passing the CAHSEE.
