4 Point In Time Count 3 What is the PIT? A count of all sheltered and unsheltered homeless people in the United States. The unsheltered count is mandated bi-annually by the Department of Housing and Urban Development (HUD). The sheltered count is mandated annually by HUD. WVCEH will pull the sheltered count data from HMIS in 2013. WV conducts the sheltered and unsheltered PIT Count annually. Vital to assessing the level of need for homeless services and “painting a picture” of homelessness in the Balance of State.

The Housing Inventory Count (HIC) is an annual report to HUD Compiled and submitted by the Continuum of Care (CoC) Includes data about organizations, programs, and bed and unit inventory Provides information about a community’s capacity to house persons who are homeless at a local and national level

17 Point In Time Count 14 Chronic Homelessness Chronically Homeless IndividualChronically Homeless Family Defined as an unaccompanied individual who is homeless (18 or older) with a disabling condition who has either been: a)continuously homeless for a year or more (12 consecutive months) OR b) Has experienced four (4) or more episodes of homelessness in the past three (3) years Defined as a homeless family with at least one adult member (18 or older) who has a disabling condition and the family has either been: a)continuously homeless for a year or more (12 consecutive months) OR b) Has experienced four (4) or more episodes of homelessness in the past three (3) years *HUD defines a disability as a physical, mental, or emotional impairment which is expected to be of long-continued and indefinite duration, substantially impedes an individual’s ability to live independently, and of such a nature that the disability could be improved by more suitable conditions, the disease of acquired immunodeficiency syndrome or any conditions arising from the etiological agency for acquired immunodeficiency syndrome; or a diagnosable substance abuse disorder.

19 Point In Time Count 16 Example of an “Assumption” when counties do not report data to WVCEH in the PIT No data received from Ritchie County, which has a population of 10,449. Data received from Grant County, which has a higher population (11,937), but did a good count in their rural area. According to the formula below, we assumed 12 total persons in Richie County are homeless on any given night. Volunteer Recruitment Coordinator Work with WVCEH Staff to recruit volunteers (including Colleges, homeless or previously homeless volunteers, participating agencies, and community members) Delegate tasks/coverage areas to volunteers Receive and review volunteer training with the WVCEH/Balance of State CoC Staff. Set training agenda, content, handouts, and location. Ensure that all volunteer training materials are available for date of training. Donation Coordinator Review, discuss, and develop strategy as to what items should be given to homeless during the count (blankets, food, food vouchers, flashlight, water, etc.). Secure donations of items and location to store items prior to the count Donate leftover items to provider agencies after the count. Delegate tasks to all members to ensure participation and buy in of donations for count. Ensure tasks are completed

Contact Point-In-Time Count Chair for injuries/incidents.  Provide donations to homeless. General Volunteer Search for unsheltered homeless within designated location. Meet with team leader prior to beginning of count to obtain final instructions. Provide donations to homeless. Offer shelter and supportive services to homeless. Be at least 18 years old.

30 Point In Time Count 27 After the count ALL data collection forms must be returned to the WVCEH office by February 15, 2013. Non-HMIS Shelters will fill out Shelter Tally Form and return with their shelter resident surveys WVCEH will distribute data to communities. WVCEH will produce a Homeless Report for the Balance of State CoC. This report should be available by late spring 2013.
