2. Purpose of the Facility: Promoted by the „Kozloduy International Decomissioning Fund“ („KIDS F“) to support the financing of energy efficiency/renewable energy schemes of Bulgarian Municipalities and other Public or Private Sector Promoters. The EIB uses part of its global loan to intermediary banks for on-lending under the Facility. KIDS F provides in parallel grants to EIB intermediaries, eligible Promoters and for consultancy services. 5. Grants from the KIDS Fund:  Grant for the Promoter („Completion Fee“): 20% of EIB sub-loan for energy efficiency projects in the Public Sector; 7.5% of EIB sub-loan for energy efficiency projects in the Private Sector; 20% of EIB sub-loan for renewable energy schemes.  Grant for the Participating Bank: 3% of EIB sub-loan for project completion („Completion Fee“); 2% of EIB sub-loan for project preparation („Administration Fee“), if the Participating Bank prepares the Project Plan with own resources.  Grant for Project Preparation (if not carried out by the Participating Bank): 2.5% of EIB sub-loan, if carried out by an external consultant. 6.
