4 A Historical Perspective 1960s-1970s  The expansion of the community college and state university systems made articulation essential.  Several of Florida’s state universities were “upper-level only” institutions. The standard route to a baccalaureate degree went through a community college. 1971-Statewide Articulation Agreement (2+2)  Defined the AA degree as the transfer degree  Confirmed the general education transfer guarantee (est. 1959)  Established a statewide common course numbering system  Created the Articulation Coordinating Committee (ACC) to serve as a forum for discussing and coordinating ways to facilitate student transitions. 1960s-1970s  The expansion of the community college and state university systems made articulation essential.  Several of Florida’s state universities were “upper-level only” institutions. 10 Not all Florida College System transfers complete an associate’s degree prior to transfer into the SUS, but current budget pressures are now resulting in tighter restrictions. N = 66,275 Fall 2009 FCS Transfers Enrolled in Upper-Division Programs in the SUS
