Governor’s Mandate Relief Bills  HB1295 (Byron)  SB 679 (Newman)  Governor’s Task Force for Local Government Mandate Review  These bills lift a number of mandates including the following;  the requirement that every local school board appoint an advisory committee on gifted education and a school health advisory board,  the requirement that schools boards provide a notice of the estimated average per pupil cost of public education to every parent or guardian who has a child enrolled in the public schools,  the requirements that the proceeds of the sale of surplus real property be used only for capital improvements, and  the requirement that economic education and financial literacy curriculum be implemented in middle and high school.  VSBA supports these bills

16. April 15 to June 15  HB 76 (Habeeb)  SB 278 (Smith)  These bills move the date by which probationary teachers must be notified of their nonrenewal from April 15 to June 15.  VSBA supports these bills.

17. VRS – Required Employee Contribution  SB 497 (Watkins)  Requires that school board employees pay the employee share of VRS contributions.  VSBA opposes this bill.

18. Tax Credits for Private School Scholarships  SB 131 (Stanley)  Creates a tax credit for companies that donate money for scholarships for certain low income students to attend private school.  VSBA opposes this bill.

19. Additional Requirements for Deaf and Hard- of-Hearing Students  HB 218 (R.P. Bell)  SB 399 (Hanger)  These bills require school IEP teams to consider certain factors for students who are deaf or hard-o- hearing that go beyond the requirements of the IDEA and current state law, and in some instances, may conflict with the IDEA.  VSBA opposes these bills.

20. Paraprofessional Training  HB 325 (Massie)  This bill requires that aides, vehicle operators, P.E. and arts teachers, and librarians who have primary oversight of students with autism spectrum disorder have certain training in student behavior management.  VSBA opposes this bill.

21. Limitations on Long Term Suspensions and Expulsions for Certain Offenses  HB 365 366 (McClellan)  HB 544 (Robinson)  These bills would prohibit a school board from long-term suspending or expelling a student for instances of only technology offenses or disorderly and disruptive behavior.  VSBA opposes these bills.

22. Provision of Education During Long Term Suspension or Expulsion  HB 365 (McClellan)  HB 887 (Alexander)  These bills would require school divisions to continue to provide an education to all students who are long-term suspended or expelled.  VSBA opposes these bills.

23. Required Parental Notification  SB 167 (Petersen) – Requires the principal/designee to notify the parent when a violation could result in expulsion.  HB 656(Kory) and SB391 (Marsden) – Require the principal/designee to notify the parent whenever administrators begin an investigation into a potential violation of a school board policy.  HB 1080 (Hugo) – Requires the principal/designee to notify parents of any “serious violation” and to provide warnings, similar to Miranda warnings, before questioning any student about a “serious violation.”  VSBA opposes these bills.
