Humans are a species that achieves everything through cooperation in groups
Think about this for a moment. A single human being cannot be thought of as formidable, He or she is so because of the context he or she is operating in. This contect is largely brought about by others. Even better, most big efforts and results are created by groups of humans cooperating.

Discussion: What mechanism ensures good management of the international projects How is a layered structure to be realised? by recursion? We do not need tons of administrative procedures We do need agile and tight control
