May 3, 2004New Language Tutor4 Problem Statement The Public Schools System requires that individual students develop and demonstrate first grade reading skills to advance to the second grade. Developing reading skills is a challenge for first graders. First graders, whose primary language is other than English, have an additional (language) barrier to overcome in order to develop their reading skills.
