5 Developments in Energy Sector And Target 4.Renewable energy development: - Renewable energy contribution tageted for taking 4.5% the total generation 2020 and 6.0% in 2030. 5.Energy saving -Energy saving is tageted for 5-8% in 2015 and 8-10% in 2020 5

Solutions for energy security 1.To ensure progress of generation and network projects. 2.To import coal for power generation: Coal fired power plants in the Center and the South of Vietnam will use imported coal. 3.To develop power plants using imported LNG: Total capacity of LNG power plants is 2,000MW in 2020; and increased up to 6,000MW in 2030. 6

Solutions for energy security (Cont.) 4.To develop nuclear energy: -The first nuclear power plants will be operated in 2020 -Total capacity of nuclear power plants up to 10,700MW in 2030. 5.To develop regional power trade cooperation: Total import capacity is 2,200MW in 2020; and increased up to 7,000MW in 2030. 7

Solutions for energy security (Cont.) 6.To develop roadmap and mechanism for the deployment of renewable energy: -Avoided Cost Tariff applied for small hydro power plants -Feed In Tariff (FIT) applied for wind power plants. -Mechanisms for other renewable energy will be established in the future. 8

Solutions for energy security (cont.) 7.To issue legislation framework on energy efficiency: Law on Energy Efficiency and Conservation was approved by the Congress of Vietnam in June 2010. According to the Law, following solutions shall be implemented: o To establish and publish energy using standards, minimum energy using rate of equipment o To label products using energy efficiency technology to encourage production of these products o To publish necessary information on using energy of equipment o To remove equipment using energy below the minimum rate 9

Solutions for energy security (cont.) 8.To implement programs on DSM/EE: -Some pilot DMS/EE projects have been conducted. -Demand Response regulation is now under development Incentive to big consumers (e.g. steel cement factories…) to strengthen implementation of DSM/EE programs and projects. 10

Solutions for energy security (cont.) 8.To implement programs on DSM/EE (cont.): Energy saving programs and projects have been deploying: -Replacement of 3 million incandescent light bulb by CFL, -Implementation of program on energy efficiency in public lighting 11

Policy for development in energy sector Electricity Law (2005) stipulates:  Diversification in power sector investments, allowing participation of all economic sectors.  Creation of power market, step-by-step development of competitive generation, wholesale competitive, and retail competitive markets. Decision No. 26 (2006) of the Prime Minister approving the roadmap for power market in Vietnam 12

13 Developments in Energy Sector And Target III. Policy for development in energy sector 13  The Pilot Competitive Generation Market (VCGM) operated in July 2011. Full VCGM will be operated in January 2012

Policy for development in energy sector A number of technical and commercial regulations have been issued for the operation of VCGM: Technical regulation: Grid Code, Distribution Code, Metering Code. Commercial regulation: Market Rules, Standard PPA, Transmission Charge, Retail Tariff Mechanism… 14
