7 Public-Private Partnerships at ARDEC What we done so far: –ARDEC is participating in the Army’s existing Asset Management Initiative program; Have an existing agreement (approved by Congress) to lease 77,000 sq ft through Roy F. Weston for commercial use as labs, light manufacturing administrative, and educational/training facilities; –Partnering with 7 state and local agencies to investigate the feasibility of establishing a mission related High Tech R&D Park at Picatinny; –Entered into numerous PPP agreements to date utilizing CRADAs, Permits, Easements, Test Agreements, leases, etc..

8 CRADA - Cooperative Research and Development Agreement CRADAs are flexible, non-procurement agreements that allow public and private sector companies to perform R & D with Federal laboratories by contributing funds, personnel, equipment, services, or intellectual property to the effort. Very little paperwork is involved, and there is no advertisement or competitive award requirements. Because CRADAs are not procurement actions, the Government cannot contribute funds to the effort but can provide personnel, equipment, services and intellectual property to it’s CRADA partner.

9 What’s the Benefit? Enhances TACOM-ARDEC’s capability by having mission related industry and academe partners on-site to: –Expedite the fielding of armaments in development, –Facilitate technology transfer and commercialization –Reduce life cycle costs –Foster educational development of workforce Revenues/in-kind services can be used to: –Supplement under-funded accounts for maintenance, repair and environmental remediation; –Construct new facilities Stimulates local employment opportunities and economic growth.

14 What Tools Do I Need? Internet Service Provider: Provider service should include Internet access to the World Wide Web (WWW), email, telnet, a browser, search engine (gopher, WAIS, etc.) and FTP (download) capability. Hardware: Personal computer (486 or better) & 28.8 baud modem or ethernet access through a LAN linked to WWW Software: Winsock compliant TCP/IP utility stack Browser (Netscape, Mosaic, Cello, MSN, etc.)
