2 Market Development What is market development – why are we doing it? Transforming adult social care’s approach to commissioning –moving away from ‘procurement’ of services for people to –commissioning for personalisation: customer choice/control Encouraging and supporting the development of new services to meet the demands of self directed support (& personal budgets) Support and care that: –makes and keeps people independent –enables people to be part of, and play an active part in, their local community Managing the increasing demand for care and support services by: –working in partnership with providers –sharing information to ensure that providers are fully informed –supporting providers to focus, respond and develop services in a timely way

Had early discussions with personal care and support (home care) providers during Autumn 2009 Held a voluntary sector personalisation discussion event in March 2010 Completed preliminary market research into purchasing preferences in Spring 2010 Began to look at Personal Assistants Started our project to identify and support micro providers of social care and support

6 Voluntary Sector Personalisation Discussion Event Agenda Information on changes in Adult Social Care due to introduction of self-directed support Potential business opportunities for voluntary sector organisations from use of personal budgets Changes required to capitalise on opportunities Disability Direct story All about Social Enterprise Group discussions on opportunities, barriers, support needs etc

7 Market Research Commissioned by Personalisation Programme Board Undertaken by 3 local voluntary sector organisations in Spring 2010 To improve market information on aspirations for use of Personal Budgets (PB) by older people, physically disabled people and carers Supported individual & group structured interviews. Sample 65 – 24 older people, 25 disabled people, 15 carers. Minimum number of existing service users Project outcome: –Older people had lowest level of aspiration for using PB and generally chose services providing functional tasks/transport –Carers identified services to meet primary aim: take a break –Physically disabled people had highest expectations for use of PB choosing PAs and creative/social activities

8 Personal Assistants (PAs) Use of PAs forecast to grow Little known about local PA market Unregulated & no quality standards – customer confidence How to give a quality mark to a PA Explored “Support With Confidence” –Basic level of training –Code of Conduct –CRB check Personal Budget Support & PA Management Service contract in place

9 Micro Providers Member of East Midlands social care & support micro market project Micro providers are small local, personal, flexible service providers Organisations with 5 paid or unpaid Full Time Equivalent staff or less. Developed outline strategy and targets Initial identification/listing of current suppliers & support organisations Jane Cassera, Micro Market Programme Coordinator, now in post for 12 months (to end March 2012)

10 What are we going to do next? Appoint a Market Development Manager Launch a pilot provider development programme Take part in Demos Personal Best research programme Further develop micro service providers Introduce Personal Assistant register and web site/listing Investigate a Quality Mark

11 Market Development Manager Suzanne Whitchurch in post by end May/early June Key tasks include: Map the service provider market – quantitative/qualitative Understand the current/forecast demand for services Identify gaps in service provision Produce a market position statement and action plan Develop close relationships with service providers Share market intelligence Work with customers & providers to develop services Provide support to address challenges/barriers

12 Provider Development Programme Programme objectives are to help service providers to: Evaluate their current business model and service offer Align/adapt their business model and service offer to respond to the needs of customers with Personal Budgets Develop their staff to become more person-centred and customer-focussed Develop new and innovative services Establish unique selling points for their services Improve marketing and promotional capabilities Develop a collaborative approach with other providers

13 Demos Research Programme Research into purchasing preferences for care and support services 13 Local Authorities across UK already involved and now Derby Will provide local and broader national view Will require support from our local service providers Project launch event June/July

14 Micro Provider Development Complete identification/listing of current micro providers Arrange events to attract new micro providers, networking, information sharing Identify/make working links with business & social enterprise support, service user/carer groups, support planners & brokers, housing and other regulators etc Understand challenges/barriers & assist with practical advice/help Identify local organisations with skills to support micro providers e.g. tax accountant, payroll service, business start up support etc Be alert to opportunities for service development

15 Accredited Personal Assistants (PAs) Personal Budget support & PA management contract in place PA register to be developed and maintained PA application to be developed on Council web site Prospective PAs apply on line or via hard copy Full details held on database with subset displayed on web site/hard copy Process for enhancing credentials – basic training, code of conduct, CRB check. Improved customer choice and confidence Easier for customers/PAs to do business

16 Quality Mark Aimed at non-Care Quality Commission-registered social support organisations Provide level of confidence to customers Derby Council Trading Standards are adopting “Buy with Confidence” scheme Reviewing possible alternative schemes
