UNCLASSIFIED Nuclear Weapon Accident Exercise (NUWAX) Series Series began in 1979 In response to loss of knowledge gained via nuclear weapons accidents in 1960’s Collaboration between DOE, DOD and all four Services 1980 Titan Missile Accident in Damascus, Arkansas Emphasized need for continued training and improvement Defense Nuclear Agency (predecessor of DTRA) chartered as executive agent of NUWAX program after accident 3

UNCLASSIFIED Nuclear Weapon Accident Exercise (NUWAX) Series cont’d NUWAX 81 & 83 Expanded interagency participation with the addition of FEMA and state and local responders State of California and Virginia Commonwealth participated in NUWAX 81 & 83 respectively Army Director of Military Support (DOMS) also added Mid 80s Sees Expansion of Series to Overseas Locations NUWAX series involves selected NATO partners Walk, crawl, run approach with Allies Extensive cooperation with the United Kingdom 4

UNCLASSIFIED Nuclear Weapon Accident Exercise (NUWAX) Series cont’d 1985 – 2004 US/UK NUWAX Exercise Series Elite Storm 1985 – TTX test notification procedures & evaluate concept of operations Proper Watch 1989 – CPX to test command, control and communications procedures and processes Diver Mist 1994 – FTX integrate local and allied military response assets at a simulated accident scene Dimming Sun 2004 – Final FTX between US/UK DIVER MIST Sets Standard Over 1200 participants in 3 countries Airlift of DOE and DOD response equipment and personnel Local police, fire and medical participation at remote UK training site Integration of US/UK response assets at all levels 5

UNCLASSIFIED Current Interagency Training 9/11 Shifts Focus to Chemical, Biological, Radiological and Nuclear Scenarios 2004 to present – DTRA Foreign Consequence Management Exercise Program Initiated Focus on combatant commander response forces at operational level and host nation support and sovereignty issues Exercise venues at PACOM, CENTCOM and EUCOM Training done through Seminar, TTX and CPX 2004 to present – NUWAX Stays Home One training event per year since 2004 Collaboration with USNORTHCOM, DHS, FEMA, State and Local Rotates between Air Force and Navy locations Seminar, TTX, CPX and FTX methods used 6

UNCLASSIFIED NUWAX Series Will Involve Nuclear Terrorist Incident Training Scenarios Acronym changed to NUWAIX Training scenarios are a whole of government response and involve combatant commanders, Services, Interagency Partners (i.e. FBI, Dept of Justice, DHS, FEMA, EPA, DOT, and State and local. 7 Current Interagency Training cont’d

UNCLASSIFIED Defense Nuclear Weapons School Provides interagency training for DoD and non- DoD agencies FBI, DHS, Sandia Laboratories, etc… Training provided to State and local organizations Courses are designed to enhance hands-on training opportunities for ALL First-Responders to RAD/Nuclear accidents/incidents
