17 Formal Debate --- General Speakers’ list Established right after the roll call When the general speakers’ list is open, countries who want to speak may raise their placards, and the chair will call randomly. In the general speakers’ list, delegates will have 2 minutes to address your topic, which can include but is not limited to your countries situation, your position, possible ideas or solutions. Take note that you may send a page to dais to be added to the general speakers list.

18 Pages As you are not allowed to talk to other countries during the conference, pages are a good way for private conversations. Sample Page To: Chair From: Germany Delegate of Germany wants to be added to the Speakers’ List.

19 Yield 让渡 Can be used only during formal debate, that is, the general speakers’ list. When the speech of a delegates has more than 20 seconds left, the chair would say “delegate, you have more than 20 seconds left, who would you like to yield the time to?’ Then, delegates have the following options: Yield to another delegate Yield to questions Yield to comments Yield to the chair

20 Informal Debate --- Caucuses 磋商 Moderated Caucus (有组织核心磋商) Un-moderated Caucus (自由磋商)

21 Moderated Caucus Raised by a motion. Content: Discussion on a specific issue. Format: short speaker’s list. Votes to Pass: Simple Majority

22 Moderated Caucus Chair: Are there any points or motions on the floor? Delegate: Motion. The delegate of ______ motions for a moderated caucus. The topic is ______. The total time is _____. Each delegate has ______ to deliver the speech. Chair: Are there any seconds ( 附议 ) ? Chair: Those who are in favor of this motion, please raise your placards.

23 A few reminders : The total time should be directly proportional to the number of speakers eg. Total time: 10min, each delegate: 1min Total time: 9min, each delegate: 1.5min No yields in moderated caucuses The topic of the caucus should be more precise The total number of speakers is not fixed. It depends on the total time.

24 Un-moderated Caucus Raised by a motion. Format: Free discussion. Votes to Pass: Simple Majority You can : Leave your seats Trade thoughts with other delegates Draft paper works Leave the conference room However, you should return to your seats AS SOON AS the time is up. Working language: English

28 Points of Personal Privilege (个人特权问题) Settle Personal Problems Point out problems such as the letters on the screen are too small, or the air conditioning is too cold, ect. Leave the room to draft papers.

29 Points of Order (程序性问题) Asked when you think the progress of the meeting isn’t following the rules and procedures. Can be pointed out at anytime. Can interrupt other people’s speech

30 Points of Inquiry (咨询性问题) Asked when you have a question about the procedure. Eg. Have the Dais received your draft resolution? or What is the topic of the current MC? We would recommend you to send pages to raise Points of inquiry.

32 + Paper works —during the conference The documents needed to be finished includes position paper, working paper, draft directives(DD), draft resolution (DR), amendments of DD or DR.

33 + POSITION PAPERS Features and objectives Country’s understanding on the topic/ the importance of the effort and discussion. Your domestic situation on the topic discussed. Your out looks Possible solutions Your expected achievement and outcomes Your expected conference tendency

35 + WORKING PAPER Features and objectives Working paper is the document as the record after a session. It can cover your discussion, the accomplishment you achieved in the previous session, or your favorable conference tendency, so on.

36 + Draft directives Features and objectives Draft directive are the response to the crisis as a urgent solution. Therefore, draft directives must be practical and powerful. The total number of sponsors and signatory must reach 20% of total. The sponsors of one DD must not be the signatory of another DD; one country can be the signatory of more than one country.

37 + After one DD is handed to the dais, the dais will determine whether it is approved or not. Delegates will be given 3 minutes to go through and the sponsors will get 3 minuets of introduction automatically. Whether DD will be further discussed or not depends on the motions. Vote of DD has the same rules as DR— the pass of a DD need 2/3 majority with no negative vote from the permanent member state. However, the voting order of DR can be switched, but a DD can’t.

38 + Draft resolution Features and objectives Resolution is the legalized paper works by United Nations that every member state should comply to. In MUN, DR is the result of a conference.

39 + Writing a DR. Hand in to the chair, the director will decide whether it is approved or not. If approved, your DR will be printed and read. The sponsors will automatically get 2 minutes to introduce your DR Whether the DR is discussed or not after the intro-time expired depends on the motions. In order have further discussion on the introduced DR, a moderated caucus is needed:

40 + Amendments Friendly amendments—the amendments that gain the approvals of all previous sponsors. Friendly amendments don’t have to be voted and will be added to the automatically. Unfriendly amendments—amendments without the entire approval from the previous sponsors. Unfriendly amendments will need to be voted piece by piece. The passed amendment will be added to the DR or DD automatically.

41 + Votes—during the conference Here, vote involves vote on the DD and the DRs and amendments if there are. Vote comes only after the formal debate. Therefore, we have to motion to close the debate if want vote. Take note that the vote is only on the DRs and the unfriendly amendments that have been handed in.

42 + Unfriendly amendments will be voted piece by piece. During the processing of voting, delegates are not allowed to get in or out. Rapporteur will do the roll call first and announce the 2/3 majority. Please take not that the passed DD pieces will be added to the following voted DR. (for more information of DD and DR please go to the attachment)

43 + The voting can be divided into two rounds. First round—delegates can vote yes/no/abstain/ pass. Second round voting is only for countries that votes pass. In the second round, delegates can only vote yes or no, without abstain as a option. Take note that the abstain vote will not be included in the 2/3 majority calculation, which refers to 2/3 majority= 2/3(total votes-abstain) rounding up. When one DD or DR have passed, the remnant documents will not be voted.
