3 European Refugee Fund

4 Eligible Applicants – Public Bodies charged with the welfare of the target group Other public or private body (including local authorities), NGOs, and any other organisation with the capacity and mandate to undertake this action

5 European Refugee Fund Target Groups – Refugees Persons enjoying subsidiary protection Asylum Seekers

6 European Refugee Fund Activity - Continued provision of educational services Budget: €100,000 (75% EU)

7 European Refugee Fund Indicators – Increase of educational services for asylum seekers and beneficiaries of protection Ongoing provision of language training courses in Maltese and English Vocational and educational training opportunities for the target group

8 European Return Fund

9 Eligible Applicants – Public Entities, Public Sector Organisations, Voluntary Organisations, Non-Governmental Organisations, Social Partners, Local Councils, private organisations and international organisations. With respect to the European Return Fund the applicants need to work on migration.

10 European Return Fund Target Groups – Asylum Seekers who may choose to make a voluntary return; Persons who have international protection who choose to make a voluntary return; Persons who do not or no longer fulfil the conditions of entry or stay in a Member State and make use of voluntary return;

11 European Return Fund Other Expected Grant Recipients– Government and international organisations working in the field of migration Public entities, social partners, voluntary organisations and international organisations

12 European Return Fund Action 3 - Improve cooperation with other countries of origin in conjunction with other Member States Budget : € 133,000 (75% EU)

13 European Return Fund Indicators – Enhance relations in the area of return with EU Member States Improve cooperation with at least 2 countries of origin Strengthen relationships with transit countries - A one day conference among authorities dealing with return matters, both from an administrative and operational point of view, would be key to strengthen such a co- operation

14 European Return Fund Action 4 - Project Cooperation between Malta and African countries to enhance migration diaologue Budget : € 50,000 (75% EU)

15 European Return Fund Indicators – To achieve a total of 10 meetings throughout the Annual Programme Enhance cooperation between entities at various levels Possibility of formal/ informal co-operation agreement Improving co-operation at various levels between Malta and African countries

17 Target Groups – Third-country nationals who are on the territory of a the Member State.

18 European Fund for the Integration of Third Country Nationals Action 1 - Improve the procedures for the preparation of admission procedures to ensure better integration process Budget : €70,000 (75% EU)

19 European Fund for the Integration of Third Country Nationals Activities– Prepare admission procedures in consultation and cooperation with interested institutions and experts, to ensure better conditions for TCN’s integration. Disseminate information to TCNs through various media

20 European Fund for the Integration of Third Country Nationals Indicators – Number of projects measures undertaken Number and categories of the target group assisted or participating

21 European Fund for the Integration of Third Country Nationals Action 3 - Develop and improve programmes and activities to establish and maintain relations with specific groups of TCNs Budget : €64,500 (75% EU)

22 European Fund for the Integration of Third Country Nationals Activities– Carry out previous studies on the best programmes and activities needed to suit the specific needs Devise programmes and activities adapted to specific needs

24 European Fund for the Integration of Third Country Nationals Action 5 - Training on intercultural competence, capacity strengthening and diversity management for policy makers and other persons working in the area pertinent to the objectives of the IF Budget : €65,500 (75% EU)

25 European Fund for the Integration of Third Country Nationals Activities– Training on intercultural aspects to staff working in sectors of the public service who come in direct contact with TCNs Diversity management to cater for TCNs specific needs.

27 European Fund for the Integration of Third Country Nationals Action 6 - Policy Capacity building coordination and intellectual competence building in the member states across the different levels and departments of government Budget : €70,000 (75% EU)

28 European Fund for the Integration of Third Country Nationals Activities– Support capacity building in the public service and sector at local and national level Strengthen the coordination and information exchange between government entities Promote intercultural awareness at various levels of top and middle management

31 Applications must be submitted by noon of the 6 th September 2013 at the Funds and Programmes Division, Triq il- Kukkanja Santa Venera Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals

32 The Application submitted must be complete Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals

33 The Applicant and its partners shall be an eligible applicant (i.e. National public or local authorities, established non- governmental organisations (NGOs), public or private bodies, international organisations) Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals

34 The Applicant and its partners must declare to implement the project respecting the non profit principle laid down in the basic act. Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals

35 The proposed action has a duration that does not exceed the implementation period of the Annual programme 2012 that is the 30 th June 2014. Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals

36 The objectives of the proposed activities correspond to the relevant objectives defined in the Annual Programme. Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals

37 Address at least one of the indicators in the relative key action of the ERF/RF/EIF Multi Annual Programme Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals

38 Project remit in line with the mandate of the Beneficiary Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals

39 The action does not involve state aid. Eligibility Criteria: European Refugee Fund/ European Return Fund / European Fund for the Integration of Third Country Nationals
