Whose cause and who suffer These are the population of least developing and developing countries who are least responsible for carbon emission While developed countries are responsible for higher level of emission and still. So they have to take responsibility in view of polluter pay principle. Uneven abuse of Global Public Goods, where all human being have equal share. Whose cause and who suffer Developed countries have to accept historical responsibility and the reparation of climate debt. According to the different UN covenants and 1945 UNHRD, all human being has the right to life, livelihood, shelter and all other economic and social rights. Can they be able to accommodate all those climate forced migrants? e.g., In Bangladesh, per square km, population density 1100, which is four time higher in the region, compare to India In Dhaka, the capital city of Bangladesh, per square km 27,500, per day entry almost 2000, one of the densely populated city in the world. 35 % of the populations are the slum dwellers, mostly from the coastal area.

Climate forced migrants should bestow a different status and a different term should be given a different status “Universal Natural Person” with all social, cultural and economic rights. Wherever they go they must be given equal rights as like as other citizen of the country. Especially the developed countries must take responsibility to relocate them.
