200,000+ miles of on-system roadway 51,000+ bridges/structures Variety of soil types, terrain, weather, structures

85 FTEs prior to TxPROS implementation Permit volume almost double in 10 years TxPROS revolutionized operations

Texas Permitting & Routing Optimization System launched in Aug 2011 Fully Automated Routing & Permitting: On-demand Workflow Management Real-time routing Reporting, financial & performance tracking Self-issue up to 16’6” tall, 16’ wide, 110’ long & 180k - Determined by MCD & we can change Table driven program functions allow us to change fees, create/edit permit types in-house without vendor Customers manage their accounts, financials, reporting

Incorporates spatial data on all On-System Roadways & 10,000+ Temporary/Permanent Restrictions Long-term Collaboration with Internal & External Customers Radically changed permitting operations Rethinking business processes, metrics, requirements, etc. from the ground up Will eventually end Saturday/holidays staffing - no ROI to stay open

54% self-issued from Day 1 56% of all permits FYTD 2013 self-issued 73% percent of all permits that are self-issue eligible Down about 10 FTEs & evaluating needs FY 2011 revenue $114 million FY 2012 revenue $146 million - up 29% FY 2013 up 11% - projecting $163 million

Resource Commitment 1 existing FTE to manage daily restrictions, clarify/negotiate with 25 TxDOT Districts, communicate changes to permit specialists, districts, customers 3 new FTEs (1 for initial TxPROS development & to add restrictions, test/manage TxPROS Routing, Route Tuner, Biannual map updates from ProMiles Permit Specialists spend time on more complex permit types

Two restrictions affect the route: IH610 EB to NB going under SH225. Loads over 14’3 and up to 16’0 have a driving instruction 16’0 max height under SH225 bridge Load height: 15’0

The instructional statement override: customer notified to travel in center lane under SH225. Trip is rerun.

With override the load takes the shorter route & the instructional statement appears on permit.

Height of Load: 16’0 IH20 EB 17’6 max height at FM849 A separate lane for each direction of travel on IH20 & different height clearance for each direction.

IH20 WB: 15’6 max height A separate lane for each direction of travel on IH20 & different height clearance for each direction.

Single line for two-way traffic with a different height clearance for each direction.

Dedicated turnaround lanes each with a height clearance.

Load Height: 14’ takes the south side of LP304.

Load Height: 14’6 with the same origin & destination takes north side of LP304 to avoid 14’ bridge on south side.

No centralized tracking prior to Jan 2012 Priority shift Developed processes for tracking, analysis & communication Collaboration between TxDOT Bridge Division & District Offices TxDMV Motor Carrier & Enforcement Divisions

93 reported incidents 2007 - 2011 19 reported incidents Aug 2012 - May 2013 89% Permitted 58% Off-Route #1 Factor – 89% either didn’t read permit, didn’t follow permit instructions or off-route #2 Factor – 11% didn’t have state permit

Average about two per month and $180,000

Continuously improving permit instructions & TxPROS routing Generic General Conditions Sheet Today Permit Conditions are: Included on permit Permit & route specific In route order to minimize confusion
