New law signed by Governor Brown in June 2013 Changes allocation Greater weight: – High numbers of students in poverty – English Language Learners – Foster students Requires Districts to align budget with LCFF priorities Local Control Accountability Plan (LCAP) 7

8. LCFF: Opportunity, but... Chance to reboot, rebuild and redefine RCSD values But, it is not perfect 8

9. Media Headlines Suggest... California has “fixed” public education Public schools finally have enough money Districts like ours are getting a lot more money 9

10. LCFF Reality  Does not increase overall level of spending  Does not restore schools to 2007-08 spending until at least 2021  Affected by California economic performance (impacts path to target)  Prop 30 expires before target spending is reached in 2021 10

LCFF Reality Does not significantly raise California’s low ranking in per-pupil spending: – On average, Calif. per pupil spending Is $2,475 less than the rest of the nation (Source: California Budget Project, “School Finance Facts”, October 2013. www.cbp.org) Does not remove regulatory and reporting requirements to county and state RCSD still does not have actual numbers for 2013-14 11
