Local Development: Puzzle and Potential Solution
Sea gap between demand and supply of public services Various actors of local development (citizens, elected bodies at local/regional level; government bodies at regional level, private sector, NGOs, international donors, …) All want to see maximum development, but cannot make it All have insufficient resources What if we join all these forces together? This leads to Local Agenda 21 (1992) and Johannesburg Declaration (2002) Recommendations of these ‘world summits’ based on global successful experiences.

Relevant Recommendations for Sustainable Development at Local Level
Local Agenda 21: Local-government-led, community-wide and participatory effort to attain sustainable well-being in the local jurisdiction or area. This requires integration of planning and action across economic, social and environmental spheres. Area Based Development Approach for Partnership
Promoted by UNDP Ukraine In line with recommendation of Local Agenda 21 and Johannesburg Declaration It ensures that the people (local communities), civil society institutions, private sectors, local government, regional/national authorities and other stakeholders decide, manage and sustain development issues together, in an environment of partnership, accountability, transparency and equity It aims to achieve full coverage in terms of sector, gender, deprivation and geographical area, and ultimately builds a sound basis for governance – and make life better for everybody in the community It uses community mobilisation tool

Community Mobilization
A tool for changing the mind set of people to help themselves through collective action. In a broader sense it means: Organising people living in the same community with a specific purpose. For example, Purpose in context of CBA Project could be (a) strengthening participatory governance and (b) improving public service delivery at local level There is a concept of ‘Process’ leading to a ‘Product’ that is desired by the target population Community – Set of people living in the same territory and facing the same development challenges (example – a multi-apartment building, a street, a micro-rayon, a village/settlement etc.)

Genesis: UNDP Experience
Successful experience of UNDP projects on community based approach: Crimea integration & development programme Chernobyl Recovery & Development Programme Municipal Governance & Sustainable Development Programme Together, these projects are operational in 13 Oblasts and ARC; 31 rayons; 22 municipalities; 460 villages/settlements of Ukraine 1100 Community organizations formed in participation of … men and … women; Community organisations have implemented 685 projects A total of 450,000 citizens have benefited from the Project Area-based development approach has proven to be effective and economical way of achieving social goals in a decentralised manner

Experience of European Commission’s projects on pilot models for sustainable regional and local development and others Inadequacy of the standard top-down approach in tackling quickly and effectively immediate poor population’s social needs Need for synchronisation of actions with future European Commission’s initiatives (establishment of the Regional Sustainable Development Fund)

Legal Framework Tacis National Action Programme 2006 for Ukraine, mutually approved by the European Commission and the Government of Ukraine The Project meets the priorities of the Ukraine-EU Action Plan on civil society development, social integration strengthening and local development; Agreement (1992) between UN and the Government of Ukraine UN Development Programme Action Plan ( ) in Ukraine Agreement (4th September 2007) between the European Commission and UNDP on Project co-financing and implementation

Project’s Key Characteristics
Duration: 3.5 years (Starting September 2007) Location: all oblasts of Ukraine and the Autonomous Republic of Crimea; Target Group: village communities, urban villages and towns with population less than 10 thousand people; Other Beneficiaries: Village Councils/City Councils; Rayon authorities; Oblast authorities; National Government Coverage: not less than 1,000 residential areas in 200 pilot rayons; not less than 80% of households in selected residential areas

CBA Project: Objectives
Objective: To Create an enabling environment for long-term self-sustaining social, economic and environmental development at local level Specific Objectives: To improve living condition in rural and (semi) urban communities; Demonstrate effective participatory local governance and decentralised management mechanism; Enhance relevant professional skills and knowledge of community organisations and local authorities; Improve institutional capacities of community organisations and local authorities to manage participatory local development process; Promote participatory approach to local development across the country

School accessibility in context of local transport (No. of children in need of bus transportation to schools) Willingness to provide organisational, financial and technical support (deputation of focal point, tenders, assistance in commissioning & transfer of completed projects etc.) Guarantee of community initiative co-financing from the central and local budgets Potential for showing demonstration performance Prior experience on implementing/supporting community based development approach

Rayon Selection Procedure and Partnership
Application Assessment Partnership Selection Rayon State Administration will send application to Project office in Kyiv, in specified format Project office will analyse all applications and rank them Rayon selection committee (UNDP, EU, oblast SA, association of local governments) will select first 8 rayons for partnership and alternative rayons for substitution Tripartite partnership agreement will be signed between UNDP and rayon authority (RC & RSA). Alternatively, bilateral agreement may be signed between UNDP and RSA upon resolution of the Regional Council
